Job Overview
Delaware County Department of Human Services is hiring a Fiscal Technician. This role involves advanced clerical‑accounting work, applying bookkeeping principles to support children & youth programs.
Responsibilities- Process provider and vendor invoices and employee expense reports for all programs including Foster Care and Child Welfare Day Care payroll.
- Ensure invoices meet all federal, state, and county requirements; provide timely and accurate reimbursements.
- Review invoices for accuracy, required signatures, and documentation.
- Make corrections, perform data entry, code invoices accurately, and file after payment verification.
- Match check requests to uploaded invoices, provide to accountant for signature, copy, and batch to Comptroller’s Office.
- Type clothing vouchers, separate and distribute copies, keep transaction log, resolve discrepancies, reconcile receipts, and prepare quarterly reports.
- Archive files, process purchase requisitions, and assist with other fiscal or program duties as assigned.
- Full‑time employment.
- Work hours:
8:30 AM to 4:30 PM, Monday‑Friday, with a 30‑minute lunch. - Telework not available.
- Starting salary may be fixed in some cases.
- One year as a Fiscal Assistant; or
- Three years of work maintaining fiscal or financial records, including one year of responsible work applying accounting/fiscal principles, and high‑school graduation; or
- One year of experience maintaining and reviewing fiscal records plus an associate degree in accounting or business administration; or
- Any equivalent combination of experience and training.
- Must meet Pennsylvania residency requirement.
- Must be able to perform essential job functions.
- Must pass a background investigation.
- This position falls under the Child Protective Services Law, requiring submission and approval of satisfactory criminal history reports, including PA State Police clearance, PA Child Abuse history clearance, and FBI fingerprint clearance.
