The Elections Coordinator is responsible for overseeing all aspects of administrative, financial, and election operations for Lubbock County.

  • Designs, plans, implements, coordinates and oversees election programs and projects.
  • Assists Program Coordinator with poll workers, including calling, scheduling and training poll workers.
  • Assists in preparation of negotiated agreements and contracts to conduct elections for intergovernmental entities. Prepares post‑elections billing information.
  • Assists in developing and proofing ballot formats and layouts.
  • Assists in preparing and processing mail ballots for mailing each election, including maintaining voter records in state database.
  • Arranges for the use of and compensation for early voting and Election Day polling places.
  • Prepare recommendations for polling places. Procures polling locations based upon inspections, interviews and input from voters, election judges, political party officials and elected officials.
  • Collaborate with the Warehouse Technician to schedule logistical and equipment deliveries.
  • Serves as the primary contact for potential polling locations.
  • Collaborates with election parties, elected officials and state entities on compliance and placement of election polling places.
  • Conducts analysis to ensure polling locations are ADA compliant.
  • Maintains and updates polling location databases and management systems.
  • Manages the entry, verification with changes and disbursement for election poll workers’ compensation, coordinating payroll activity with the County Treasurer's office and temporary employment agencies.
  • Creates database files containing specific information for each election, including Election Day polling places, election officials and voter registration and election records.
  • Coordinates and prepares documentation and statutorily required notices.
  • Coordinates activities related to the official reporting of financial disclosure documents for candidates and specific purpose political action committees, including distribution of forms, acceptance of filings and preparation of information for public access, in person and online.
  • Supervises preparation of materials and arranges publications to meet legally mandated notice deadlines.
  • Cross trains with office staff in other areas to ensure continuity of departmental operations.
  • Maintains office accounting records and prepares associated reports.
  • Coordinates, staff and supplies all voting facilities following election code specifications.
  • Communicate with elections staff and the public.
  • Performs complex administrative functions in support of the Elections Administrator.
  • Assists in general office duties, receives telephone calls and greets visitors.
  • Attend all meetings and training courses, as required.
  • Regular and punctual attendance is required.
  • This position has no direct supervisory authority.
  • Performs other job‑related duties as assigned.
QUALIFICATION REQUIREMENTS:

High School diploma or equivalent required. Advanced oral and written communication and presentation skills. Must be able to motivate and relate to people easily. Must be proficient in spreadsheets, databases and word processing applications. Ability to adapt to new procedures and comprehend election laws. Valid TX driver's license required. Must be able to work extended hours, including evenings, weekends and holidays during election cycles.

Frequent local travel to polling locations required.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of federal and state election regulations. Strong interpersonal and problem‑solving skills and organisational abilities. Ability to analyse and improve processes. Demonstrate proficiency in Microsoft Office, maintain records, read and understand instructions, analyse and interpret data, spell and use correct grammar, prioritise and schedule work to meet deadlines, communicate effectively orally and in writing, work independently in the absence of specific instructions.

Knowledge of accounting/book‑keeping processes. Bilingual skills preferred. Election experience preferred. Prior government or county experience preferred. Experience with election systems or voter databases preferred.
