Essential Duties and Responsibilities

  • Perform competitive cost analysis and price‑to‑win estimates for strategic, highly visible proposals.
  • Assist in developing competitive pricing strategies, scoring sensitivity analyses, projecting competitive behaviors, identifying risks, and interpreting solicitation requirements.
  • Act as a member of the core capture team on high‑visibility opportunities.
  • Coordinate the collection and analysis of competitive proposal data from internal and external sources and databases (Gov Win, Dun & Bradstreet, internal FOIA process).
  • Interface with sales, business development, and capture management regarding competitive positioning and analyses, reconciling price‑to‑win projections with cost and price models.
  • Participate in contract award negotiations if needed.
  • Provide guidance and leadership to proposal and capture teams on strategy development.
  • Maintain knowledge of the competitive landscape and update data repositories with procurement results.
  • Participate in strategy meetings, status meetings, and senior management reviews; present competitive analyses and recommendations.

Essential Duties and Responsibilities
  • Read RFPs and prepare clarifying questions related to pricing.
  • Accept pricing inputs from various divisions, validate their soundness, and compile consolidated price.
  • Perform cost analysis and estimates for complex proposal efforts in accordance with company policies, FAR, CAS, and solicitation requirements.
  • Identify key financial risks related to the proposed solution, run what‑if analyses, and recommend mitigation strategies.
  • Collaborate with the Price‑to‑Win team to develop realistic, compliant, and winning prices.
  • Lead pricing strategy discussions and demonstrate thought leadership.
  • Finalize accounting treatment for revenue and costs to estimate free cash flow, operating income, and net present value.
  • Present key pricing highlights, risks, and mitigation to the executive team (CEO, CFO, Group Presidents).
  • Perform other duties as assigned by leadership.
  • Assemble all inputs required for a standard Federal price/Business Volume, including standard business and compliance recitations, input from Contracts concerning RFP‑required documentation, estimating assumptions, and bases of estimates.
  • Potentially manage and supervise staff, mentoring, training, and overseeing professional development.
Minimum Requirements
  • Bachelor’s Degree in Business Administration/Management, Accounting, Financial Management, or related discipline (or equivalent combination of education, training, or experience).
  • 10+ years of Price‑to‑Win (preferred) experience, pricing, or financial proposal experience in State and Local Health and Human Services competitive procurements.
  • Solid understanding of the State and Local government competitive pricing market and procurement tendencies.
  • Strong communication, interpersonal skills, and the ability to work with and present recommendations to senior and executive management.
  • Knowledge and understanding of statistical methods for forecasting and projecting competitive behavior.
  • Proficiency with word processing, spreadsheet, or related software programs.
Job‑Specific

Minimum Requirements
  • Bachelor’s degree from an accredited college or university in Accounting, Business Administration, Finance, or Economics (or related field). Additional years of relevant experience may replace a degree.
  • At least 10 years of related Federal pricing experience in developing and submittal of complex spreadsheets and cost proposals to Federal customers.
  • At least 2–5 years of Federal Department of Defense pricing experience in developing and submittal of complex spreadsheets and cost proposals for DoD customers.
  • Advanced knowledge of the principles, methods, and practices of cost estimating.
  • Knowledge of relevant corporate and government regulations and standards regarding Federal procurement.
  • Strong organizational, verbal, written, analytical, problem‑solving, teamwork, and communication skills.
  • Demonstrated willingness to build experience and knowledge of pricing, including reviewing RFPs.
  • Must possess strong proficiency with MS Excel, PowerPoint, and Word.
