Program Specialist I supports asset management functions by coordinating with purchasing, accounting, and statewide property management. The role includes training statewide inventory coordinators and AMO staff, serving as a subject‑matter expert for external customers, ensuring compliance with comptroller policies, preparing special reports, performing asset tracking and inventorying, reviewing asset coding, and providing guidance to custodians.
- Coordinate daily, weekly, monthly, and annual asset‑related tasks with internal and external programs (35%).
- Review requisitions and purchase orders for correct asset coding and recommend corrections (5%).
- Analyze internal processes, recommend improvements, and implement policy changes to enhance compliance and operation (5%).
- Prepare and review specialized reports to keep management informed of key measures and progress (15%).
- Assist program management in reviewing risk, recommending policies, and implementing approved changes (5%).
- Schedule and conduct inventory spot checks statewide, providing recommendations for compliance and updating records (25%).
- Provide consultative support and troubleshoot asset‑management inquiries for clients (10%).
Knowledge and skills include experience in asset‑management programs, coordination of inventory activities, use of computer/software tools (Outlook, Word, Excel, Access), critical thinking, automated inventory system operation, training others, and knowledge of purchase requisitioning and coding.
- Minimum of 2 years’ experience in an asset‑management or inventory control role.
- Ability to lead cross‑functional teams, interpret agency policies, and communicate professionally with all levels.
- Proficiency in planning, scheduling, and monitoring tasks to ensure timely completion.
- Experience in asset management or inventory control.
- Experience with computer use and software.
- Experience communicating with internal and external stakeholders.
Work may be conducted outdoors, in an office, and/or in a warehouse. Physical demands include lifting, carrying, pushing, pulling up to 50 lbs, bending, walking, kneeling, and standing. Travel up to 35% to facilities in the High Plains Region of Texas.
