Primary Purpose:

Provide for the development, coordination, and implementation of instructional and evaluation services for all students with disabilities; supervise and support educational diagnosticians in the delivery of legally compliant evaluation services; ensure full compliance with established policies, procedures, and regulations as mandated by the Individuals with Disabilities Education Act (IDEA), Texas Education Code, and related federal and state laws; and address other duties and processes required to maintain the district's comprehensive program of special services.

Qualifications

Education/Certification:

Master's degree.

Appropriate licensure and/or certification for evaluation services.

Three years of successful experience working with students with significant disabilities.

Five years of successful experience in developing and providing training in key areas of special education, including research-based practices and legal compliance requirements under IDEA.

Major Responsibilities and Duties

1. Plan, implement, and evaluate special education programs and related services to ensure effectiveness and compliance with IDEA, state regulations, and district policy.

2. Supervise, evaluate, and provide professional support to educational diagnosticians, ensuring high-quality evaluation practices aligned with legal standards, district procedures, and professional ethics.

3. Oversee and monitor evaluation services, including Full Individual and Initial Evaluations (FIIE), re-evaluations, and specialized assessments, ensuring adherence to legal timelines, procedural safeguards, and eligibility criteria.

4. Provide guidance and oversight to diagnosticians regarding assessment selection, report writing standards, eligibility determinations, and compliance documentation.

5. Act as liaison with district staff, evaluation personnel, related service providers, and parents regarding instructional programming, compliance requirements, and evaluation procedures.

6. Assist in the development, implementation, and evaluation of operating guidelines and procedures aligned to IDEA, state complaint processes, and regulatory monitoring systems.

7. Support the provision of services in the least restrictive environment (LRE), ensuring evaluation data informs placement decisions consistent with the legal framework.

8. Provide training and support to campus and district staff on compliance topics, including Child Find, evaluation procedures, ARD/IEP processes, manifestation determinations, and procedural safeguards.

9. Monitor documentation systems, workload distribution, and evaluation caseloads to ensure equitable assignment of assessments and adherence to federal and state timelines.

10. Provide leadership and direction for assigned quadrants or program areas, ensuring alignment between instructional services, evaluation practices, and compliance standards.

11. Perform other duties as assigned in support of maintaining a legally sound and instructionally effective special education program.

Significant time is required to analyze data, review evaluation reports, supervise diagnosticians, plan compliance activities, train staff, monitor programs/services, and respond to regulatory inquiries.

Supervisory Responsibilities

Supervises educational diagnosticians and may coordinate the work of evaluation personnel assigned to the department. Responsibilities include providing guidance and feedback, conducting performance evaluations, supporting professional growth, ensuring compliance with evaluation standards, and recommending personnel actions in accordance with district policy.

Essential Functions

Collaborates with district leadership, evaluation staff (e.g., diagnosticians, LSSPs, speech-language pathologists), teachers, principals, parent groups, and public agencies to implement and maintain services in accordance with IDEA and regulatory requirements.

Consults with special education and general education staff to ensure evaluation procedures, eligibility determinations, and instructional services are implemented within established legal time frames and professional standards.

Develops long- and short-range plans related to compliance monitoring, evaluation staffing, Child Find obligations, procedural safeguards, and instructional programming.

Develops proposals, new programs, and grant opportunities, ensuring alignment with federal and state compliance requirements and district goals.

Monitors administrative processes, including evaluation timelines, documentation compliance, state performance indicators, dispute resolution data, and audit readiness.
