Leads the Engineering Department for electric utility transmission and distribution, setting strategic direction and developing high-performing engineering and technical teams. Oversees the planning, design, construction, operation, and maintenance of complex capital programs, ensuring projects are delivered safely, on time, within budget, and in compliance with regulatory requirements. Partners with stakeholders to drive innovation, strengthen system reliability, and deliver lasting community impact.

Leadership

& Department Development
  • Lead, develop, and retain engineering and technical staff through clear expectations, performance management, coaching, and succession planning. Foster a culture of safety, accountability, collaboration, and continuous improvement, and promote effective cross-functional coordination.
Engineering Management & Standards Stewardship
  • Oversee engineering designs, specifications, and technical guidance for transmission and distribution systems. Develop and enforce engineering standards and procedures, ensure regulatory compliance, and provide expert leadership on complex system and design challenges.
Capital Planning, Budget & Project Oversight
  • Plan and manage operating and capital budgets aligned with strategic priorities. Direct projects from concept through completion, including scope, schedule, budget, quality, and contract oversight, and apply lessons learned to improve future delivery.
Operations Support, Safety & Reliability
  • Support system operations, outages, restoration, and emergency response in partnership with Operations and Construction. Promote safety-focused engineering practices, monitor system performance, and ensure compliance with all applicable regulatory standards, including NERC, FERC, ERCOT, and TX PUC.
Strategic & External Engagement
  • Lead long-range system planning, represent the utility in regulatory and public forums, collaborate with internal and external stakeholders, and drive continuous improvement in engineering processes, service delivery, and system performance.

Perform related duties as required.

  • Bachelor’s degree in Electrical Engineering or a closely related field.
  • Seven to nine (7-9) years of progressively responsible experience in electrical utility engineering, including supervisory or managerial responsibilities; or an equivalent combination of education and experience that demonstrates the required knowledge, skills, and abilities.
  • Licensed Professional Engineer (PE) in Texas
  • Valid Current Driver's License

Physical exam required.

Knowledge of:
  • Principles and practices of electrical engineering, transmission, and distribution systems.
  • Regulatory standards and utility industry practices (NERC, ERCOT, TX PUC).
  • Management and supervisory principles, project and budget oversight, and workforce development.
Ability to:
  • Supervise the work of others;
  • Communicate effectively with others;
  • Maintain records and prepare reports;
  • Use a variety of computer software including word processing, spreadsheets, database, CAD, and simple programming;
  • Use and interpret data from a variety of electrical and electronic instruments and devices;
  • Provide excellent customer service;
  • Prepare and administer operating budgets;
  • Prepare and administer capital projects and budgets.
  • Apply engineering expertise to problem‑solving, system planning, and operational decision‑making.
Physical Requirements:
  • Combination of office and field environments, including substations, construction sites, and high-

  • Frequently stand and walk during the shift.
  • Occasionally climb stairs, ladders, and other inclined surfaces.
  • Frequently bend and kneel during the shift.

  • Occasionally lift and carry up to 50 pounds.
  • Frequently push and pull objects.
  • Frequently flex upper trunk forward at the waist and partially at the knees.
  • Frequently rotate upper trunk to the left or right while sitting or standing.
  • Place arms above, at, or below shoulder height.
  • Coordinate eye, hand, and foot movement in order to operate a vehicle.
