Regional Recovery Coordinator – Texas Division of Emergency Management (R1 Recovery and Mitigation Unit)

Job Location: Lubbock, Texas

Salary: $6,890.63 monthly

General Description

The Texas Division of Emergency Management (TDEM) is an emergency response entity. This position involves complex (journey-level) grant development, coordination, and administration. Responsibilities include preparing, maintaining, and reporting grants; coordinating and evaluating grant applications for appropriateness and compliance; and serving as a liaison between funding recipients and state or federal government. The role requires availability for after‑hours, weekend work, and deployments from the assigned duty station for extended periods during disaster response and recovery activities.

Essential Duties and Responsibilities
  • Assist in planning, organizing, and coordinating programs with local, state, and federal agencies, volunteer groups, and the public.
  • Represent the state during post‑disaster operations and coordinate the provision of post‑disaster assistance.
  • Travel across the state to survey disaster areas, assist local officials, and identify appropriate state and federal assistance programs.
  • Assist in developing grant program requirements and creating grant applications that may be awarded by the grantor agency.
  • Interpret policies, rules, or regulations; provide guidance to staff and community on grant administration, compliance, policies, and procedures.
  • Serve as a liaison to government agencies, community organizations, and the general public to explain program specifics and requirements.
  • Review action plans from local jurisdictions for compliance with FEMA procedures and guidelines.
  • Ensure grantees and sub‑recipients comply with grant conditions by monitoring agreements, contracts, expenses, activities, and federal/state regulations.
  • Review submitted grant applications and determine applicant eligibility for award based on established criteria.
  • Assist in preparing and processing applications for disaster projects in accordance with state and federal laws, rules, policies, and procedures.
  • Monitor compliance with program requirements, laws, regulations, policies, and procedures.
  • Verify grant‑related expenditures by examining payroll records, contracts, timesheets, inventory account records, account payables, and real estate records.
  • Maintain files and records; prepare reports related to grants issued and/or received.
  • Prepare grant closeout materials.
  • Travel up to 50% of the time.
  • Maintain a regular course of attendance during assigned work schedule and extended hours as needed.
  • Drive as required.
  • Perform related work as assigned.
Minimum Qualifications
  • Bachelor’s degree in a related field from an accredited college or university, or an equivalent combination of education and experience.
  • Two (2) years of related work experience in grant management, emergency management, financial or program compliance, public or business administration, real estate, commercial construction, and/or insurance adjusting.
Preferred Qualifications
  • Experience working with FEMA grant programs at technical and operational levels.
  • Additional related work experience may substitute for education on a year‑for‑year basis (one (1) year of experience equals thirty (30) semester hours).
  • A completed advanced degree in a relevant field may substitute for work experience.

Skills and Abilities
  • Working knowledge of Emergency Management, State and Federal regulations, legislation, guidelines, policies, and procedures.
  • Considerable knowledge of public and grant administration.
  • Knowledge of laws and regulations pertaining to grants and contract administration, business administration principles, budgeting, and research processes.
  • Skill in grant preparation, development, evaluation, monitoring, report writing, and budget development.
  • Ability to exercise poise, tact, diplomacy, and establish positive working relationships with internal and external customers.
  • Organization, flexibility, and effective prioritization in a multi‑demand, constantly changing environment.
