TxDOT is seeking a professional to serve as a Public Transportation Specialist II. This position acts as a district or division liaison and coordinates compliance reviews to ensure adherence to applicable federal and state laws, regulations, policies, and procedures. The role provides technical assistance to internal and external stakeholders, develops and recommends program guidelines and procedures, and resolves audit exceptions while supporting effective administration of public transportation programs.

The selected candidate’s work location may be headquartered in Odessa, Lubbock, or San Angelo.

- Administers complex state and federal public transportation grant programs and projects.
- Performs program and project oversight activities to include complex applications, grant agreements, procurements, reimbursements, audits and administrative requirements to determine compliance with federal and state requirements, laws, regulations, policies, and procedures.
- Coordinates reviews to ensure compliance with federal and state requirements, laws, regulations, policies, and procedures: authorizes approvals and develops recommendations or improvements.
- Provides technical assistance on program requirements to government agencies, transit providers, community organizations and the general public.
- Administers public transportation funds and related programs.
- Collaborates with program staff to conduct reviews to ensure compliance with federal and state requirements, laws, regulations, policies and procedures; assists in approvals and developing recommendations for improvements.
- Conducts project management oversight and compliance monitoring of grant sub recipients within assigned areas of the state.
- Verifies receipt and monitors sub recipients' procurements for compliance with contract and policy standards.
- Conducts quarterly and annual compliance reviews.
- Monitors payments, procedures and/or projects including site visits to ensure compliance with state and federal regulations.
- Performs other job responsibilities as assigned.
- Education
:
Bachelor's Degree in public or business administration or an accounting related field. Relevant work experience may be substituted for degree on a year per year basis. - Experience
: 5 years experience in contract/grant/funding administration, planning, budgeting and/or working with state and federal funding.
