Description

Star Care Specialty Health System is seeking a full-time Outreach Specialist to join its team in implementing
community-based strategies to prevent opioid misuse and overdose with the Rural Communities Opioid Response Program (RCORP). This position is funded through opioid prevention grant and focuses on engaging at-risk populations, building partnerships, and delivering evidence-based education and resources to reduce opioid-related harm.

Key Responsibilities:
  • Conduct outreach to individuals, families, and communities affected by or at risk of opioid misuse.
  • Facilitate educational workshops, presentations, and events on opioid prevention, harm reduction, and available resources.
  • Build and maintain relationships with community partners, including schools, healthcare providers, law enforcement, and local coalitions.
  • Distribute prevention materials, naloxone kits, and other resources in targeted areas.
  • Assist in the development and implementation of culturally appropriate outreach strategies.
  • Collect and report data on outreach activities, participant engagement, and outcomes as required by the grant.
  • Support stigma reduction efforts and promote access to treatment and recovery services.
  • Participate in regular team meetings, trainings, and community events.
  • Collaborate with internal and external stakeholders to ensure alignment with grant goals and deliverables.
Schedule:

This is an office-based, full-time (non-exempt) position scheduled Monday - Friday, 8am - 5pm with flexibility to meet the needs of the department.

Qualifications:

Bachelor’s degree from an accredited four (4) year college or university with a major in a human services field or related field (Psychology, Sociology, Family Studies, etc.) required. Experience in a related field, preferred.

Preferred Skills/Abilities
  • Experience in community outreach, health education, or substance use prevention preferred.
  • Knowledge of opioid use disorder, harm reduction, and local treatment resources.
  • Strong communication and interpersonal skills, with the ability to engage diverse populations.
  • Comfortable working in community settings, including high-risk areas.
  • Ability to work independently and as part of a multidisciplinary team.
  • Proficiency in Microsoft Office and basic data entry/reporting tools.
Additional Requirements:
  • Must pass a pre-hire drug screen and criminal background check.
  • Must have a Texas driver's license, liability auto insurance, and be insurable under the Agency's insurance.
