Summary
Under general direction, works to employ intermediate analytical, technical, planning, and troubleshooting skills to support various Lubbock County Departments. Provide routine to moderately complex technical support to various county applications. Closely interact with product users, providing needed technical support and assistance in improving product usability such as configurations, data analysis, and various needed reporting. Position requires understanding of various organizational operational processes to be effective at the level of technical application support.
Essential Duties
- Configure and maintain enterprise applications for multiple departments
- Acts as primary contact for application systems problems
- Analyzes and documents problems and recommend appropriate solutions
- Monitors proficiency in client applications usage and provides on-going training
- Assist end users in fully configuring and testing client applications during upgrades prior to moving into production
- Coordinates application enhancements to existing computer systems; including analysis, design specifications and liaison between clients and vendors
- Adheres to department policies on information security and confidentiality
- Serves as the information resource for clients, including determination of the most appropriate data source, providing or arranging application-based report writing, or educating clients to retrieve the information themselves
- Provides training and support to clients on office automation and applications
- Coordinates the inclusion of other staff and technical resources as necessary
- Prepares detailed specifications from which vendor systems are configured and/or programs written
- Serve on technical teams within the Information Technology Services Department
- Remains knowledgeable of operations and the computer systems within multiple departments to provide comprehensive support
- Applies analytical tools and techniques to increase productivity and effectiveness
- Serves as an information technology consultant to users and a technical resource to project teams
- Performs other job-related duties as assigned
EDUCATION/EXPERIENCE: Associates degree in computer science or closely related field, with 2 years of related work experience in customer relations, desktop support or business applications; or, high school diploma or equivalent, with 4 years of related work experience in customer relations, desktop support or business applications. Ability to obtain Information Technology Infrastructure Library Version 3 (ITIL V3) Foundation Certification within 1 Year of employment.
Must be able to pass FBI criminal background fingerprint check, and have the ability to comply with state and federal requirements for criminal justice information security standards.
Supplemental Information
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to maintain a valid Texas Driver's License with safe driving record. Knowledge of multiple software applications and operating systems. Knowledge of business operations, systems requirements process, and analysis tools. Knowledge of internet and client/server architectures. Must be able to read and comprehend departmental policies, technical/repair manuals, and user guides. Ability to work with detailed information for sustained periods of time.
Skill in communicating clearly and effectively, both verbally and inwriting including presentations and presenting technical issues in non-technical terms. Skill in research, data collection, analytics, problem solving, and reporting. Ability to use good judgement, decision making seen from the bigger picture perspective. Must have good interpersonal skills. Identify and analyze end-user problems and develop practical technological solutions. Work independently and efficiently and as part of a team.
Manage time well, perform multiple tasks and organize diverse activities. Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS: Work generally performed in a climate controlled building with minimal exposure to outdoor weather conditions. The physical requirements of the job include the ability to sit, talk, kneel, bend at both the waist and knee, reach with the arms over the head, and hear, both on the telephone and in person, using regular conversational tones; vision requires the ability to focus and read printouts, computer, screens, and other written material.
Duties may require lifting up to 35 pounds and have the use of hands and fingers to perform essential functions of the job, i.e., typing, data entry, using the calculator, and operating other office equipment. Working conditions involve…
