Under the direction of the Treasurer/Collector, the Assistant Treasurer/Collector supports the day-to-day operations of the department. Responsibilities include the administration of tax and utility billing and collections; treasury and cash management functions; local revenue administration, and oversight of payroll and accounts payable, including disbursements. The Assistant may serve as Acting Treasurer/Collector during periods of temporary absence.
KEY RESPONSIBILITIES- Assist the Treasurer/Collector, in accordance with M.G.L., Chapter 41, Sections 39A and 39C in the collection of all Town receivables including but not limited to taxes, betterments, liens, and other municipal fees, interest and charges; assist in interpretation and enforcement of applicable laws and regulations related to delinquent accounts; and initiate collection action on overdue accounts.
- Serve as an authorized second signer on all Town bank accounts; prepare and fund manual checks and wire transfers on an as needed basis; verify all bank transfers of funds on behalf of the Treasurer/Collector.
- Deposit receipts for Chapter 32B collections and maintain accurate records of all deposits.
- Assist with the Tax Title account; prepare and record tax takings and releases.
- Review and reconcile payroll and accounts payable warrants, including importing the clear check list.
- Maintain and process payments for all payroll deductions, including child support, credit union contributions, etc.
- Transfer funds as needed to support payroll and accounts payable disbursements.
- Maintain effective working relationships with other Town departments to enhance efficiency and productivity.
- Serve as a primary point of contact for inquiries related to departmental operations, policies, and programs.
- Respond to inquiries from tax papers via telephone, in person and by email; conduct research (i.e., real estate, excise, etc.) as needed to resolve issues.
- Perform monthly reconciliation of abatements and exemptions with the Assessor’s Office and process refunds as needed.
- Provide backup support for bank statement reconciliation and enter all related financial data into the appropriate computer systems, as assigned.
- Perform annual review and process unclaimed checks per M.G.L., Chapter 200A.
- Perform a variety of clerical and administrative support functions, including answering telephones, maintaining and updating files, and drafting and preparing correspondence.
- Maintain proper recording of the Deputy collection payments.
- Validate turnover receipts and record.
- Perform Notary services for residents.
- Perform other related duties as assigned by the Treasurer/Collector.
Associate’s degree in accounting, finance, business administration, or related field. A minimum of three (3) to five (5) years of related work experience, or an equivalent combination of education, training and experience. Municipal bookkeeping experience is highly desired. Excellent customer service skills, including the ability to effectively resolve complex inquiries. Experience in Munis financial software is preferred. Must be eligible to become a notary and apply within three (3) months of hire.
Ability to be bonded is required.
Special Requirements:
Willing to obtain c
ertification from the Massachusetts Collectors and Treasurers Association if not currently certified. The certification process is a three (3) year program for each Assistant Treasurer and Collector position followed by required testing with a passing grade of 75. All certification requirements are subject to funding availability.
