Overview

Transportation Specialist IV - District Construction. This position provides high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. The role supports project planning, oversight, and development of policies and procedures within the area of responsibility.

Work involves contact with governmental officials, consultants, contractors, and private entities. Employees establish their own work plan and priorities to meet objectives; issues are typically handled at the occurrence without supervisor escalation.

Responsibilities
  • Perform complex field reviews of construction projects to assist area engineers and project engineers in resolving construction problems.
  • Coordinate and perform interim and final inspections to identify deficiencies.
  • Inspect construction methods, workmanship, and maintenance procedures to ensure contractors build, install, maintain, and repair traffic control and data collection related equipment or facilities in accordance with plans, specifications, and contract requirements.
  • Review and revise Plans, Specifications & Estimates and project designs for traffic control devices, signals, signs, markings, detours, traffic control plans, roadway illumination, traffic management systems, or ITS.
  • Train and provide training-related recommendations to staff on new operations.
  • Perform other job responsibilities as assigned.
Qualifications and Experience

Experience: 5 years in transportation design, construction, traffic operations, maintenance, or bridge inspection. Experience may be satisfied by full-time or prorated part-time equivalent. Related graduate-level education may be substituted for experience on a year-for-year basis.

Licenses and

Certifications:

Valid driver’s license. This position requires driving a state vehicle.

  • Bridge construction and evaluation methods, procedures, and regulations
  • Roadway construction, inspection, and evaluation methods and procedures
  • Materials used in highway/bridge construction and maintenance
  • The Texas Manual on Uniform Traffic Control Devices
  • Applicable laws, rules, and regulations
  • Writing, reviewing, and revising documents including engineering notes, specifications, standards, and procedures
  • Training in classroom, office, or field environments
Physical Requirements and Working Conditions
  • Subject to noise and vibration
  • Subject to hazards (moving vehicles, machinery, heights, heat, chemicals)
  • Subject to atmospheric conditions (fumes, odors, dust, mists, gases, poor ventilation)
  • Required to wear protective gear (respirator, hard hat, etc.)
  • Works in narrow aisles or passageways
  • Medium work: lift up to 50 lbs at a time, frequently up to 25 lbs
  • Physical actions: standing, walking, bending, kneeling, crouching, reaching, grasping, fingering, talking, hearing
  • Fine visual acuity for inspection of small defects, measurement devices, and operation of vehicles/heavy equipment
  • This job has been identified as physically demanding and will require a pre-employment physical
  • Must pass a drug test prior to employment for safety-impact positions. This is a Safety Impact position and is subject to random drug testing
