Position: Rail Div. - Rail Project Manager (Beaumont or Lufkin)

Job Title

Rail Project Manager – Beaumont or Lufkin (Position ) –Rail Division, Texas Department of Transportation.

Location

Beaumont District Headquarters, 8350 East Ex Freeway, Beaumont, TX 77708. Additional site in Lufkin as required.

Compensation

Salary range: $62,000 – $82,000 annually (Yearly, FLSA Non‑exempt).

Job Summary

Provide technical expertise and coordination for rail‑related transportation projects, including railroad coordination for state highway construction and rail‑highway safety projects in a fast‑growing area of Texas.

Responsibilities
  • Prioritize and ensure rail agreements are completed prior to construction ready‑to‑let dates.
  • Coordinate construction projects and manage planning, administering, and monitoring of railroad coordination for the district.
  • Maintain coordination with railroads, district contractors, and contractors during construction and closeout.
  • Manage Category 8 and Category 10 federal railway‑highway safety projects at the district level, including fieldwork, inspections, and data entry into TRIMS.
  • Provide advanced technical expertise regarding railroad requirements for construction and maintenance projects, including scope of work, schematics, plans, and necessary agreements.
  • Communicate and negotiate with district project managers, railroads, contractors, and external stakeholders to ensure timely approvals.
  • Train district project managers, resolve technical issues, and streamline railroad coordination.
  • Oversee Railroad Project Manager Status Update meetings every two weeks.
  • Work closely with Rail Letting and Rail Grade Crossing teams.
  • Maintain records in TRIMS and TxDOT Connect.
  • Ensure compliance with laws, rules, regulations, and policies.
  • Coordinate and oversee preparation of engineering design, environmental documents, plans, specifications, and estimates for rail construction projects.
  • Coordinate data collection, evaluations, analyses, studies, inspections, forecasts, and assessments.
  • Make presentations and represent Rail Division at district and local meetings.
Experience and Qualifications

Minimum Experience
: five (5) years in transportation design, construction, traffic operations, maintenance, or bridge inspection. Full‑time or prorated part‑time equivalent. Substitution: related graduate‑level education, one year per year.

Preferred Qualifications
:

  • Five (5) years of railroad‑related construction and maintenance experience (track and/or signal).
  • Expertise in planning, coordinating, and managing multiple railroad projects with deadlines.
  • Strong knowledge of the railroad industry and infrastructure.
  • Proficiency with state and federal laws, regulations, and policies (e.g., MUTCD, AREMA).
  • Experience in negotiation, persuasion, and complex problem solving.
  • Strong communication and documented coordination skills.
  • Contract development and oversight experience.
  • Computer competence with engineering and database software.
  • Ability to maintain a safe working environment.
Licenses and Certifications
  • Valid driver’s license; must drive a state vehicle.
  • For bridge inspection: comprehensive training course based on Bridge Inspector’s Training Manual or NICET Level III/IV certification within one year of hire.
Physical Requirements
  • Perform physically demanding tasks; pre‑employment physical required.
  • Must pass drug test prior to employment.
