Position Overview

The Contracts and Proposal Specialist is responsible for preparing and submitting competitive proposals for government and commercial contracts. This role involves collaborating with cross‑functional teams to gather information and ensure compliance with contract requirements. Key responsibilities include researching bid opportunities, developing proposal strategies, and drafting high‑quality documents that showcase the company’s capabilities. Strong analytical and communication skills are essential, along with a background in contract management or proposal writing to drive business growth and client relationships.

The Contracts and Proposal Specialist will work a 9/80 work week while receiving market‑leading pay, paid time off, paid winter holiday shutdown, educational refund plan, medical, dental, and vision insurance options and service‑based retirement contributions with additional 401(k) match.

Your Day to Day as a Contracts and Proposal Specialist
  • Responsible for ensuring that bids are responsive, competitive and complete throughout all aspects of proposal preparation.
  • Follow proposals from inquiry receipt until successful conclusion of negotiations and submission for potential projects.
  • Learn and maintain knowledge of Terms and Conditions and various Federal Regulations (FAR, DFAR, ACR).
  • Interact and coordinate with customers and internal functions during bidding and contracting phases, including Engineering, Purchasing, Estimating, Project Management, and Legal.
  • Negotiate all aspects of contracts. Lead BWXT negotiating team for new contracts.
  • Review all purchase orders and purchase order agreements.
  • Maintain positive customer relations and marketing efforts directed toward maximizing quotation opportunities.
  • Review and interpret customers’ bid specifications. Alert internal stakeholders to potential concerns.
  • Identify and evaluate risks associated with proposed projects and address risk factors with management.
  • Learn all aspects of the estimating process and ensure complete and timely submission of responsive bids.
  • Lead BWXT team during Contract Closeout activities.
Required

Minimum Qualifications
  • At least 3 years’ relevant work experience.
  • Strong time management and self‑motivation.
  • Organized with ability to work on multiple tasks with attention to detail.
  • Strong written and verbal communication skills.
  • Adept at Microsoft Office. Excellent overall technical acumen.
