Job Title
SALARY IS NEGOTIABLE BASED ON EXPERIENCE AND QUALIFICATIONS.
Performs technical work developing, managing, and coordinating building construction and renovation projects for compliance in accordance with design specifications and local, state, and federal standards. Assist Park Services Manager with Project Management tasks for assigned projects. Parks Planning, to include research, evaluation, prioritization, and coordination of individual Park Planning efforts (as identified in larger City Comprehensive Plans). Updates and evaluates individual park needs assessments, working with stakeholders and the public to evaluate public and neighborhood/community impacts;
presents solutions in a well-designed format to stakeholders, department members, and local officials to assist in developing action plans. Involved in all phases of assigned construction projects from initial design through construction, final acceptance, and guarantee period, by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Writes project descriptions and identifies properties affected; coordinates with other City Departments and roles to obtain easements and properties where needed to construct improvements;
- Manages consultants in the design and construction of civil, structural, construction, and renovation projects.
- Assists Park Services Manager with compiling project budgets and timelines; represents the City in the coordination of complex projects with multiple stakeholders and facilitates meetings to get stakeholder input in development of scope, product design and planning; represents the Department at progress meetings; schedules final inspections, and submits project close-out items including Notification of Acceptance.
- Conducts preconstruction meetings and ensures City and State regulations are followed during construction projects; coordinates the addressing of concerns, issues, and liabilities with consultants and contractors;
- Manages all aspects of assigned project activities for compliance with plans, specifications, standards, and codes with regard to proper materials, work quality, and safety regulations; obtains applicable local, state, and federal permits on projects as required by law; coordinates applicable local, state, and federal review of projects; provides in-field inspection as needed. Manages and coordinates construction project activities with other City departments, businesses, utility companies, contractors, developers, consultants, citizens and state and federal organizations.
- Assists Park Services Manager in the compilation of presentations and provides graphic materials; presents plans and initiatives in meetings with other departments, local officials, and citizens; represents the Construction Section at neighborhood public awareness meetings prior to project start-up; performs duties of Construction Coordinator such as: acts as liaison between consultant firms, contractors, regulators and citizen groups.
- Maintains project records, diary, daily reports, takes samples of materials and tests for infield quality, record test results, material certifications, sketch photographs and as built plans as appropriate.
ADDITIONAL DUTIES AND RESPONSIBILITIES
- Other duties to provide direct or indirect service to the citizens may be assigned.
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
This job will supervise contractors and other contracted vendors; may supervise hourly workers, volunteers and/ or interns.
Minimum Education and Experience RequiredBachelor's Degree in Construction/ Engineering or related field and at least 2 years of relevant experience preferred, or
Associate's degree (A.A.) from two-year college or technical school in Construction/ Engineering or related field and at least 5 years of relevant experience, or
High School Diploma/ GED with 10 years of experience in Project/ Construction Management.
