The City of Lynchburg is seeking an Operations Manager for the Juvenile Services Department.
The position requires performing demanding professional and routine administrative work assisting in the operation of a medium-size regional secure juvenile detention facility.
Essential Duties and Responsibilities- Plan, implements, and evaluates the orientation and initial training program for Operations staff (Youth Workers, Relief Youth Workers, and Control Room Specialists).
- Assist in the selection, supervision, evaluation, and discipline processes for all Operations employees.
- Participate in regularly scheduled emergency on‑call duty.
- Conduct tours of the facility for the community, professionals, and/or court‑ordered youth.
- Make reports and provide professional information in court proceedings upon request.
- Direct the facility in the absence of the Superintendent and the Assistant Superintendent.
- Coordinate inspections of building with regard to health, sanitation, safety, and security: order supplies, materials, and equipment for the facility.
- Oversee the security system and practices, and general building and grounds maintenance.
- Supervise and ensure compliance with USDA program; liaison with State Department Program.
- Assist in the development of program policies and procedures and enforce all applicable standards and laws.
- Schedule staff coverage in assigned areas.
- Act as PREA Manager for Juvenile Detention.
- Develop and implement training schedule for Juvenile Detention staff.
- Maintain staff training records to ensure compliance with annual training requirements.
- Provide cross‑training for Juvenile Detention and the Lynchburg Group Home.
- Other duties as assigned.
- May transport detainees to necessary appointments, other facilities, etc.
- Other duties to provide direct or indirect service to the citizens may be assigned.
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
Directly supervises Operations staff (Youth Workers, Relief Youth Workers and Control Room Specialists). Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Minimum Education and Experience RequiredTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and ExperienceBachelor's degree (B.A.) from a four‑year college or university in social work, psychology, counseling or a related field preferred. Considerable related experience providing knowledge of the operations of a juvenile detention facility.
Additional Requirements- Possession of Driver’s License issued by Commonwealth of Virginia and acceptable driving record according to City criteria.
- Prior to employment must have child protective services check, criminal record check, reference checks, and driving record check completed.
- Prior to employment must have tuberculin and drug screen as part of physical examination.
- Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
