Performs difficult professional and intermediate administrative work planning, organizing, and directing the operation of public assistance programs for the Department and assures that federal, state, and local Benefits programs, laws and regulations are implemented to meet the public welfare needs of the City of Lynchburg. Directly supervises the Benefit Programs Supervisors and is responsible for indirect supervision of all Benefit Programs staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

- Plans, organizes and directs the workload and activities for all Benefit Programs units;
- Coordinates, monitors, reviews and evaluates performance of the Benefits Section;
- Supervises Benefit Programs Supervisors, sets expectations and evaluates performance, provides leadership and guidance;
- Oversees and coordinates the training and developmental needs of the Benefits Section;
- Monitors program outcomes and compliance with all federal, state and local laws, policies and procedures;
- Coordinates the work of the Benefits Section with other departmental services;
- Employs, motivates and disciplines Benefits staff in coordination with the Assistant Director and Human Resources, following personnel policies and procedures;
- Reviews recommendations for hiring, disciplinary actions and terminations and makes own recommendations to the Assistant Director and Director;
- Communicates and coordinates with regional and state officials;
- Ensures compliance of the Benefits section with all Departmental and City of Lynchburg policies and procedures;
- Participates in City emergency operations plan that may include management of emergency shelters outside of normal work hours.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
- Serves on boards, task forces, work groups and organizations as appropriate;
- Maintains knowledge of community resources and the services they provide;
- Other duties to provide direct or indirect service to the citizens may be assigned.
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
Provides direct supervision to five (5) Benefit Programs Supervisors who directly supervise Benefit Programs staff; responsible for the overall direction, coordination and evaluation of the Benefits Section.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; responsible for interviewing, hiring, training employees; planning and assigning work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems for citizens as well as staff.

EDUCATION, EXPERIENCE, AND TECHNICAL SKILLS
Bachelor's degree in human services, management, or related field and considerable experience in Benefits, including in a supervisory/managerial capacity; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Other QualificationsLANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedural manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
