JOB OPPORTUNITY – Management Analyst
Engineering & Development Department
Alderwood Water & Wastewater District (AWWD) is seeking a Management Analyst to support strategic planning, asset management, and capital program development within the Engineering & Development (E&D) Department. This position plays a key role in transforming data into actionable insights that guide investment, risk management, and policy decisions for infrastructure serving our community today and for generations to come.
Responsibilities- Asset Management & Capital Planning – Support the District’s asset management program through data analysis, lifecycle planning, capital prioritization, and long-term investment strategies.
- Data Analysis & Performance Metrics – Collect, analyze, and interpret operational, financial, and project data; develop dashboards, reports, and performance metrics to inform leadership and regulatory reporting.
- Capital Project Prioritization & Scheduling – Lead and facilitate capital project prioritization processes, including risk-based evaluation, scheduling, and resource alignment.
- Strategic & Regulatory Reporting – Develop internal and external reports, regulatory plans, and briefing materials used by management, executive leadership, and the Board of Commissioners.
- Cross-Department Collaboration – Work closely with managers and technical staff across Engineering, Planning, Development, Construction Management, and Asset Management programs to ensure alignment and consistency.
- Process Improvement & Continuous Improvement – Analyze workflows and business processes, recommend improvements, and implement changes that enhance accuracy, efficiency, and decision quality.
The ideal candidate is a proactive problem solver with strong analytical, communication, and organizational skills. They are comfortable working with complex data, facilitating discussions with diverse stakeholders, and translating technical findings into clear, actionable recommendations. Experience in public sector planning, infrastructure programs, or capital project environments is highly desirable.

A typical pathway includes:
- Bachelor’s degree in public administration, public policy, business administration, construction management, project management, or a related field
- Three (3) years of related professional experience
- A master’s degree is desirable
- Strong analytical, problem-solving, and communication skills
- Ability to facilitate processes and work effectively in a collaborative, fast-paced environment
- Commitment to continuous learning and professional development
Hourly Pay Range: 45.82 – 61.42 per hour
Starting Range: 45.82 – 53.07 per hour (Pay dependent upon experience and qualifications)
