Civil Engineer

The Civil Engineer conducts and oversees engineering plan reviews of private development projects to insure code compliance. The position also oversees and manages the design and preparation of project plans and specifications for capital projects including streets, sanitary and storm sewers, water mains and other municipal public works projects. This position is also responsible for the development of the development standards for private development and municipal capital projects.

Work in this position requires a high degree of independent judgment and action in planning projects, resolving technical problems, communicating effectively with the public in many ways and administering projects within the framework of established policies, schedules, and budgets.

  • Design or coordinate design of capital facility projects.
  • Oversee the design of public works projects through the supervision of consultants producing plans, studies, or designs and/or related public works documents.
  • Perform project engineering, including written project analyses, plans, specifications, estimates, environmental reports, and legal/boundary research. Conduct engineering calculations to ensure accuracy of project design.
  • Draft, administer, and negotiate specifications and contracts for capital improvement projects and serve as project engineer.
  • Supervise the acquisition of property associated with public works projects.
  • Coordinate and support the Local Improvement District (LID) process including, but not limited to, the formation of the LID, the preparation of petitions, and preliminary final assessment rolls.
  • Develop and draft ordinances, resolutions, contracts, public agency agreements related to public works projects and programs for City Council approval. Collaborate with external agencies and municipalities to establish special interagency agreements.
  • Coordinate, oversee, and inspect contractors' work through project design, management, and construction. Review work for compliance with construction practices, plans and specifications.
  • Assist in the litigation aspects related to public works projects and/or programs.
  • Assist in negotiating contract fees, scope of work and agreements with consultants and real estate appraisal firms. Coordinate and supervise payment to project related invoices.
  • Conduct design review of private development projects for compliance with local and state codes.
  • Review legal descriptions for accuracy on documents including, but not limited, to plats, short plats, binding site plans and easements.
  • Develop, review and update city standards for sewer, water, storm and streets.
  • Review traffic control plans for conformance to the Manual on Uniform Traffic Control Devices (MUTCD). Obtain concurrence from the City Traffic Department for roadway closures and detours. Coordinate project traffic control with adjacent or overlapping projects.
  • Working with the public at the Permit Center and in the field to provide information, investigate complaints and coordinate corrective actions if necessary.
  • Ensure that all engineering and construction activities comply with applicable laws and regulations.
  • Supervise, review the work of, and provide guidance to consultants producing comprehensive plans, studies or designs and/or related public works documents.
  • Assist in the preparation of and make reports and/or presentations to the City Council, commissions, community groups, public agencies and the public.
  • Assist property owners, businesses, and contractors to assure their compliance with applicable regulations and ordinances through site visits, permitting processes, and enforcement. Attend meetings to convey local, state, and federal regulator design and development requirements.
