Under the general direction of the Deputy Chief of Police, the Senior Police Management Analyst performs advanced professional, analytical, and fiscal management duties in support of Police Department operations. This position serves as the department's primary resource for budget administration and financial records management providing oversight of the department's budget and associated fiscal processes. Responsibilities include monitoring, analyzing, and forecasting the department’s budget, interpreting complex financial data, assisting with the development of the biennial budget, ensuring compliance with applicable laws, regulations, and policies, and providing financial recommendations that support sound operational and department decision‑making.

The incumbent is responsible for performing a broad range of highly complex and specialized financial and operational functions, including budget planning and forecasting, fiscal analysis and reporting, payroll and timekeeping support, procurement administration, financial reconciliation, and other business operations critical to the department's fiscal stewardship. This position exercises considerable independent judgment, initiative, and analytical expertise to ensure the effective management of financial resources, maintain the integrity of fiscal processes, and provide executive‑level staff support that advances the Lynnwood Police Department's operational and strategic objectives with a high level of accuracy and dependability.

  • Coordinate and perform work relating to the budget and finances of the Lynnwood Police Department.
  • Facilitate with budget development, management and analysis.
  • Manage all department expenditures.
  • Support payroll processing using systems such as Tyler ESS Portal and MUNIS.
  • Provide support in representing the City during labor contract negotiations including assisting with negotiation preparation.
  • Assist in developing, implementing, and maintaining departmental policies and procedures that align with city standards related to personnel, purchasing, contracting, budgeting, accounting, and other administrative operations.
  • Assist with accreditation efforts and ensure compliance with applicable standards and regulations.
  • Monitor expenses and keep records of all expenditures and revenues including purchase orders, grants and budgets; route all budget matters through proper channels.
  • Collect, compile and analyze information from various sources relating to the programs administered by the position or within the department; write reports which present and interpret data.
  • Responsible for fiscal grant administration of selected federal, state and local grants.
