Description of Duties

Under the direction of the Community Development Deputy Director, this position is responsible for performing land development and soil and erosion plan reviews and site inspections to ensure compliance with applicable codes, ordinances, regulations, and guidelines. The role includes planning, scheduling, training, and supervising the activities of site inspectors engaged in inspection duties. Additionally, this position oversees the interpretation of development plans, specifications, and codes—including soil and erosion, subdivision and land development—and is responsible for preparing and maintaining detailed inspection reports and logs.

The role assists the Director or Deputy Director with code interpretations and a wide range of division management requirements.

Essential Job Functions
  • Plans, organizes, supervises, and evaluates the work of site development staff; develops, implements, and monitors work plans to achieve assigned goals and objectives; participates in developing, implementing, and evaluating work programs, plans, processes, systems, and procedures.
  • Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; recommends compensation and provides other rewards to recognize performance; subject to management concurrence, takes disciplinary action, up to and including termination, to address performance deficiencies.
  • Schedules, coordinates, facilitates, and directs field and office activities for inspection programs; develops inspection policies, procedures, and standards; coordinates and assigns daily requests for inspection; ensures inspections are performed in appropriate time frames.
  • Performs the more complex and difficult inspection tasks; performs onsite inspection of construction sites to determine compliance with development standards codes, land-use regulations and other applicable standards.
  • Reads, evaluates, and interprets development plans; interprets detailed codes and regulations, and explains required inspections and construction requirements to owners, engineers, contractors, and the public.
  • Advises property owners and contractors on matters relevant to building permits, construction methods, materials, types of construction, and occupancies; directs the issuance of correction notices, notices of violation, stop work orders, and other citations.
  • Investigates and resolves the most serious or sensitive complaints; conducts standard building inspections when workloads require.
  • Tracks progress of site inspection work performed on all construction projects; reviews, corrects, and approves inspection reports prepared by staff.
  • Represents the division at meetings and administrative hearings; appears at arraignments and provides court testimony as required; seeks prosecution in the municipal court system through the City Attorney's Office; assists in the preparation of affidavits, warrant requests and returns, complaints, and other court documents.
  • Coordinates interdepartment reviews and issues with Cobb County agencies such as Cobb County Water System, DOT and Fire Marshal regarding site development.
  • Coordinate and review all required construction guarantee documents and acceptance of public infrastructure.
  • Serves as the point of contact for agencies such as the Environmental Protection Division, Cobb County Soil and Water District and Georgia Soil and Water Conservation Commission.
  • Review ordinances and make recommendations regarding revisions.
  • Inspect sites to confirm and prepare state water determinations.
  • Perform additional or different duties as assigned.

  • Ability to review plans and specifications, evaluate permit validity, and ensure compliance with development regulations.
  • Ability to inspect complex construction sites and apply applicable codes accurately.
  • Skill in problem-solving and resolving issues with contractors, property owners, and other stakeholders.
  • Ability to prepare clear, concise reports, correspondence, and documentation.
  • Ability to train, direct, motivate, and evaluate staff performance.
  • Strong organizational skills with the ability to prioritize work, exercise sound judgment, and make independent decisions.
  • Strong interpersonal skills, including the ability to communicate effectively, provide customer service, and maintain professional relationships.
