Fiscal Services Director

Summary

The Fiscal Services Director performs administrative and fiscal operations to include supervising the preparation and monitoring the execution of the annual operating budget and managing all funding sources under the direction of the Sheriff, including but not limited to the Commissary and Confiscated Funds.

• Prepares the annual Public Safety capital and operating budgets; compiles and analyzes budget requests.
• Maintains all official budgetary records, including records of budget requests and appropriated amounts.
• Prepares and/or supervises the deposit of all funds for the Bibb County Sheriff’s Office. This includes the initiation and acceptance of electronic bank transfers.
• Supervises operations of Inmate Commissary and Sheriff’s Office Confiscated Funds including receipt and disbursement of funds and completion of all reporting requirements.
• Reviews procurement requisitions and accounts payable invoices.
• Performs account administrator role for the Asset Forfeiture Program.
• Reconciles bank accounts on a monthly basis; balances petty cash accounts.
• Submits all required monthly reports to the Macon-Bibb County Finance Office.
• Provides oversight, development, and review of bid and proposal requests for jail products and services.
• Conducts various special projects as requested.
• Assists the Grant Administrator in the research, development and submission of grant applications related to public safety.
• Reviews grants to ensure that federal accounting guidelines are followed with regard to the receipt and expenditure of grant funds.
• Performs other duties as assigned.

A minimum of an undergraduate degree in accounting or a related field; 5 years of experience in governmental accounting position or any equivalent combination of education and experience.

• Possession of a valid Georgia Motor Vehicle Operator’s License.
• Must be fingerprinted, pass a polygraph test and pass a background investigation.

• Knowledge of the principles and practices of public administration.
• Knowledge of the principles and practices of accounting, financial management and budgetary analysis.
• Knowledge of research methodology and techniques.
• Knowledge of grants management practices.
• Knowledge of relevant federal, state and local laws and regulations.
• Knowledge of budgetary cycles as they relate to program funding.
• Knowledge of personal computer applications.
• Skill in oral, written and interpersonal communication.
• Skill in establishing priorities and organizing work.
