Duties
Interpret and apply federal pay and leave laws, regulations, and policies to advise managers, employees, and HR staff on compensation matters.
Review, research, and resolve pay, leave, payroll, time and attendance, and personnel action issues while coordinating with payroll providers to ensure accurate and timely processing.
Advise on pay-setting actions and compensation flexibilities, including recruitment, relocation, and retention incentives, superior qualifications appointments, leave credit, and related authorities.
Analyze payroll and compensation data, identify trends, recommend process improvements, and prepare reports to support program performance and regulatory compliance.
Collaborate with customer agencies, HR specialists, payroll providers, and employee representatives to resolve compensation issues and provide responsive customer service.
Develop or deliver guidance and training on compensation policies, payroll procedures, and pay and leave administration to managers, supervisors, and employees.
