Overview
Under direction, performs a variety of supervisory, administrative and technical work in activities in code enforcement, neighborhood preservation and graffiti programs; develops and implements department policies, programs and procedures; ensures safe work practices, work quality and accuracy; maintains appropriate work records; performs other related duties as required.
Primary ResponsibilitiesThe Code Enforcement Supervisor is a single position classification responsible for assigning and supervising the work in code enforcement, neighborhood preservation and the administration of graffiti programs, and incumbents are expected to perform the full scope of assigned duties. This classification is distinguished from the next lower classification of Code Enforcement Officer III by the performance of overall supervisory and administrative responsibilities for the division.
Minimum Qualifications- Possession of five (5) years of increasingly responsible full time experience working in municipal code compliance or neighborhood revitalization activities and a High School Diploma or equivalent.

- Possession of two (2) years of increasingly responsible full time experience working in municipal code compliance or neighborhood revitalization activities and a Bachelor’s degree from an accredited college or university with a major in planning, urban studies, political science, police sciences, public administration, or a closely related field.
-AND-
- Possession of, or ability to immediately obtain, a valid class C California driver’s license.
- Completion of PC 832 Laws of Arrest course.
- Certified Basic and Advanced Code Enforcement Certificates from the Sacramento Training Center.
- Completion of some coursework in mediation, arbitration and administrative law.
Only those applicants who meet the qualification standards of this position by the application filing deadline will be allowed to participate in the examination process. Examination scores determine standing on Civil Service eligibility lists. The City Manager, upon recommendation of the department head, will make the final selection and appointment from the established eligibility list.

LONGEVITYMid Management employees are eligible for Longevity Pay, up to 7.5%, based on continuous full-time City service.
Years of Service — Longevity Pay- 10 years – 2.5%
- 15 years – 5.0%
- 20 years – 7.5%
Employees will receive a $1,500 lump sum Retention Bonus in January 2026 and January 2027.
HEALTH INSURANCEThe City contributes a monthly amount for the employee to use to purchase health, dental and vision coverage. For medical coverage, the City contracts with Anthem and Kaiser. Dental insurance is through Delta Dental and vision coverage is through Superior. The City’s contribution covers 100% of the health, dental, and vision premium for the employee and family on both the Anthem and Kaiser Core Plans.

DEFERRED COMPENSATIONThe City offers a paid/vested contribution of 4.2% of base pay to one of two 457 plans offered to the employee. In addition, the employee may also contribute, though not required.
EDUCATION REIMBURSEMENT AND INCENTIVE PAYSUp to $2400/year reimbursement for college coursework. Employees are eligible for the following incentive pays:
