Assistant Chief Financial Officer

Ohio Valley Opportunities is seeking an Assistance Chief Financial Officer(ACFO) for our Madison, Indiana office. The ACFO is a mission‑critical leadership position responsible for safeguarding the integrity, accuracy, and strategic value of OVO’s fiscal operations.

This position is a critical part of the compliance‑driven aspects of non‑profit fund accounting. The ACFO manages complex cost allocations across multiple federally funded programs and provide the financial insights that guide organizational growth and sustainability.

  • Demonstrate mastery of GAAP and 2 CFR 200 Uniform Guidance.
  • Execute and monitor complex cost allocation plans to ensure accurate distribution of expenses across multi‑funded programs.
  • Conduct monthly reviews of all general ledger accounts, maintaining clear audit trails that uphold OVO’s commitment to transparency.
  • Assist with preparation for annual independent audits and program‑specific federal/state monitoring visits.
  • Apply advanced financial modeling and budget forecasting techniques.
  • Collaborate with the CFO and Program Directors to develop and refine annual budgets aligned with OVO’s outcome‑based mission.
  • Provide real‑time financial analysis to support data‑driven decisions by the CFO, Executive Director, and Board of Directors regarding program expansion, sustainability, and resource allocation.
  • Maintain rigorous oversight of onsite accounting activities to ensure adherence to OVO’s internal fiscal policies.
  • Oversee accounts payable, accounts receivable, and payroll processing, ensuring strong internal controls and prevention of errors or duplication of services.
  • Verify data accuracy in specialized systems, including GMS (Grants Management System) and advanced Excel‑based models.
  • Translate complex financial data into clear, actionable insights for non‑financial stakeholders.
  • Serve as a technical mentor to the fiscal assistant, offering guidance on payroll taxes, bank reconciliations, and routine fiscal processes.
  • Communicate effectively with external consultants, vendors, and federal/state funders to maintain OVO’s reputation as a highly accountable community partner.

Qualifications

  • Advanced proficiency in Microsoft Excel, including complex formulas and modeling.
  • Deep understanding of the regulatory environment governing Community Action Agencies and federally funded programs.

Education

  • Bachelor’s degree in Accounting, Finance, or a related field required.
  • Master’s degree or CPA credential preferred.

Experience

  • Proven experience in non‑profit or governmental accounting.
  • Demonstrated success managing multiple federal grants such as CSBG, LIHEAP, Head Start, or similar programs.
