Bring your analytical skills and auditing excellence to the Public Service Commission of Wisconsin (PSC)! The PSC is recruiting a Public Utility Auditor to work in the Division of Energy Regulations and Analysis at entry, senior, or advanced levels.

The PSC is an independent state agency that regulates more than 1,100 Wisconsin public utilities, providing electric, natural gas, combined water and sewer utilities, and certain telecommunications services to households and businesses throughout the state. It ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband.

This position offers a hybrid schedule with one in‑office day per month; additional in‑office time may be required for meetings, training, onboarding, or other operational needs. The office is located at Hill Farms State Office Building in Madison, WI, and telework is generally expected from within Wisconsin.

Responsibilities
  • Plan and perform municipal utility rate case and compliance audits, with scope increasing by level.
  • Testify before the Commission on case filings and contested case hearings as required.
  • Entry level: perform and assist with routine and complex rate case audits, filing of holding company and affiliated interest filings, and participate in special studies.
  • Senior level: independently plan and perform routine audits; assist complex audit rate cases, fuel reconciliations, and fuel cost plans; serve as case coordinator; devise and implement audit program; review working papers; provide technical assistance on accounting and financial matters.
  • Advanced level: manage, plan, and perform complex energy utility rate case audits; act as lead worker; review working papers; provide technical assistance on advanced accounting and financial matters; conduct special studies for industry and accounting discipline.
Qualifications

Minimally qualified applicants will have experience with:

  • Presenting technical information to technical and non‑technical audiences through written or verbal communication.
  • Working with Generally Accepted Accounting Principles (GAAP).
  • Using Excel or a similar product to manipulate spreadsheets for data analysis and basic accounting calculations.

Well‑qualified applicants will have at least one of the following:

  • Experience or education in the utility industry, such as regulatory principles or regulatory accounting.
  • Experience forecasting data or numbers.

A senior level candidate must also demonstrate team, project, or program management experience and the ability to analyze complex data such as detailed billing structures or multi‑input data sets.

An advanced level candidate must additionally have experience training lower‑level staff, auditing coworkers’ work for accuracy, forecasting data and recognizing trends, and developing and implementing new policies and procedures.
