Position: Program & Planning Analyst - Limited Term Employment

Introduction

Join the Division of Transportation Investment Management (DTIM), Bureau of Aeronautics as a Program & Planning Analyst (Program & Policy Analyst). In this Limited Term Employment (LTE) position, you will assist in collaboration with agency management and functional areas to prepare complex reports to monitor obligation and spending and complete closeout of grants received.

This position offers a hybridized work schedule. The position will be headquartered at the Hill Farms State Office Building in Madison, WI and required to work from there at least 2 days per week. All employees working a hybrid schedule are generally expected to telework from within the State of Wisconsin.
Wisconsin residency is required for Limited Term Employment positions.

Position Summary

In this position, you will assist in Airport Improvement Program (AIP) and Infrastructure Investment and Jobs Act (IIJA) program management. This includes managing federal AIP and IIJA grants and overseeing timely expenditure and close out of grants. You will also assist in providing ongoing statewide management and technical support for the financial control, monitoring, and reporting of airport programs.

It is anticipated that this position will require you to work full time, 40 hours per week.

Salary Information

This position is in schedule-range (07-04) with a salary of $21.27 per hour.

Limited Term Employment (LTE) Information

This is a Limited Term Employment (LTE) position and is limited to 1,039 hours in 26 consecutive pay periods (1 year).

Limited Term Employment (LTE) positions are not civil service classified positions, do not give any rights to permanent civil service classified positions and do not lead to permanent status.

Qualifications

Qualified applicants will have all the following:

  • Experience managing multiple programs or projects concurrently
  • Experience creating and maintaining financial reports and databases with various software (i.e. Excel, People Soft)
  • Training or experience working with public financing, including grant awards or segregated state funds
  • Experience performing budget management such as analysis of expenditures, forecast analysis, etc.
