Under the direction of the Director of Student Services, the Building-Based Program Support Teacher (PST) provides high-level technical assistance, guidance, and instructional support to teachers, administrators, and support staff. The PST leads team collaborations and system-wide initiatives, manages initial special education evaluations, monitors compliance with legal and district standards, and mentors teaching staff.
Essential Duties and Responsibilities- Compliance, Legal Procedures, & IDEA Alignment
- Assist and guide school-based staff in implementing IDEA procedural and substantive requirements.
- Provide technical assistance and support to staff utilizing the eIDEA documentation system.
- Serve as the Local Education Agency (LEA) representative during meetings.
- Evaluation, Assessment, & IEP Development
- Chair new evaluations for students referred for special education services.
- Train and develop staff capacity to conduct legally compliant, high-quality evaluations.
- Assist in drafting, developing, and implementing high-quality IEPs with effective progress monitoring.
- Coordinate specialized procedures such as AT assessments, ESY planning, SMAL, and district referrals.
- Instructional Support & Academic Assistance
- Assist in planning, executing, and evaluating evidence-based instructional practices.
- Participate in Student Support and Intervention Team meetings with specialized insights.
- Collaborate on school-wide MTSS infrastructure and staffing models.
- Model, co-plan, and share instructional strategies and co-teaching frameworks.
- Data Collection, Analysis, & Documentation
- Analyze student outcome data to identify gaps, growth areas, and targets for SIPs.
- Establish, train, and support building-wide progress monitoring practices.
- Monitor compliance data and report findings to leadership.
- Audit and review special education files for accuracy and regulation compliance.
- Integrate special education equity actions into the School Improvement Plan.
- Interdisciplinary Collaboration
- Partner with instructional coaches to drive student achievement.
- Serve as primary liaison between school staff and district Special Education administration.
- Professional Growth & Systems Change
- Attend student services meetings and support district-wide systems change initiatives.
- Bachelor's Degree
- At least five years of instructional and service experience with students with disabilities.
- Advanced knowledge of IDEA and current DPI guidance.
- Completion of all district-level mandated training.
Hold a valid special education teacher license covering all grade levels of the school(s) supported, granted by the Wisconsin Department of Public Instruction. The incumbent must maintain a current license or obtain one within a timeframe determined by the District.
PreferredMaster’s Degree (or working toward completion of a graduate-level degree).
Working ConditionsMay require travel within the district and to off-site meetings; may involve evenings, nights, and some weekends. Hybrid work flexibility possible for a portion of the schedule per needs and will be discussed in interview. School-based positions are required to be in-person unless otherwise directed by the building principal.
Physical RequirementsAbility to lift up to 25 pounds occasionally; perform tasks requiring walking, sitting, stooping, or reaching. Manual dexterity required. Work may be stationary for extended periods. Ability to work in varied indoor/outdoor environments, including inclement weather.
