Position Summary
These positions are responsible for two core functional areas: administering the learning management system (LMS) and designing and developing online learning. These positions will administer and maintain the learning management system (LMS) used by all state agencies. Responsibilities include configuring and maintaining security roles, troubleshooting issues and implementing solutions, creating support resources such as job aids, publishing eLearning, and providing consultation and technical assistance to users and stakeholders as needed.
These positions will also research, plan, develop, implement, and evaluate online training modules and programs. This includes independent research on workforce skills, as well as collaborating with subject matter experts and agency stakeholders to determine appropriate training content, select effective instructional technologies, and design and develop eLearning modules.

Salary Information
Starting hourly rate for the Training and Development Specialist - Senior position (schedule/range 81-03) will be $35.00 per hour - $38.00 per hour depending on qualifications and experience. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. A 12-month probationary period is required.

Job Details
Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas and is not an eligible OPT (Optional Practical Training) employer for F-1 international students. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.
Candidates selected to interview will be required to provide an eLearning sample they have previously designed and developed prior to the interview.
Qualifications
Minimally qualified applicants will have experience with each of the following:
* Administering and managing a complex, multi-level learning management system (e.g., Cornerstone, iSpring, 360
Learning, or similar), including such activities as configuring security roles, making learning assignments, creating and running reports, providing technical support to users and stakeholders, adding or creating classes, etc.
* Using eLearning creation software, such as Articulate 360, Camtasia, iSpring Suite, etc., to develop online training modules and accompanying materials.
* Collaborating with subject matter experts and agency stakeholders to develop course content, training scripts, and instructional materials for eLearning modules.
* Researching and narrowing content to develop eLearning modules for cross-cutting competencies such as communication, customer service, interpersonal skills, etc. based on learning outcomes and grounded in adult learning theory and/or Bloom's taxonomy for a large workforce.
* Utilizing best practices in accessibility, usability, and inclusion to develop eLearning modules that are accessible to all employees.
