Overview
Current recruitment is to fill two vacancies: one Accountant 3 and one Accountant 4. The City of Madison Water Utility is looking to hire an Accountant 3 and Accountant
4. This is professional accounting work involving preparing financial statements, conducting audits, analyzing expenditures, processing payroll, and related accounting activities. The work requires broad-based accounting knowledge and the exercise of judgment and discretion.
This position prepares, reviews and approves various financial transactions and reporting activities to ensure accurate financial records for the Water Utility. It also assists the Finance Unit Supervisor in meeting Public Service Commission (PSC) and GAAP compliance. Responsibilities include preparing financial statements and annual compliance reports, and providing assistance with rate cases, audits, and other financial analysis.
Accountant 4This is the advanced program supervisor level of the professional accountant series. Employees at this level develop and supervise major City Accounting functions. The role features a higher degree of independence, more developmental work (as opposed to administrative), and greater authority in developing and implementing complex accounting programs. This position manages the finances and fiscal system of the Water Utility in accordance with GAAP and PSC of Wisconsin.
It includes maintaining financial records, preparing financial statements and annual compliance reports, and supervising the Finance Section of the Water Utility.
Starting salary:
Accountant 3 at $85,983.30 annually;
Accountant 4 at $93,996.50 annually. Classification level is determined at hire based on experience and qualifications. Progression to Accountant 4 is not automatic and typically occurs through taking on additional duties and responsibilities or through a competitive process or position study.
Employees may be eligible for loan forgiveness through the Public Service Loan Forgiveness Program.

Responsibilities– Accountant 3
- Perform complex and varied professional Monthly / Quarterly / Annual Accounting and Reporting tasks
- Prepare and review various journal entries and work papers
- Prepare, review and reconcile general ledger accounts and reports for compliance
- Collect data and prepare supporting documents for capital/operating budgets, rate cases, PSC annual reports, financial statements, management discussion analysis and footnotes
- Prepare various financial reports and budgets as needed
- Develop, coordinate and maintain day-to-day financial records and operations of the Water Utility; supervise and review preparation tasks
- Prepare various journal entries, cash billing receipts and disbursements with supporting documentation
- Prepare annual management discussion and analysis, financial statements and footnotes
- Administer and coordinate annual audits and year-end closures with independent auditors
- Prepare annual PSC Wisconsin report and supporting work papers
- Prepare annual operating and capital budgets
- Prepare monthly financial reports, cost analysis and forecast projections
- Prepare Water Rate Application filed with the PSC with supporting work papers
- Forecast financial impacts of changes in service area and analyze revenues and expenditures
- Maintain investment accounts and coordinate investments with the Finance department
- Coordinate project closeout with supporting documentation
- Supervise Finance section staff: assign and schedule work, provide training, conduct performance evaluations and related supervisor duties
