Financial Analyst – Finance Team, Madison Facility (WHEDA)
Salary and BenefitsHiring Range: $71,670 to $88,735 annually. Benefits include medical, vision, and dental insurance;

The Financial Analyst is responsible for professional-level analysis and oversight of cash management, debt management, and investment management functions, ensuring adherence to the Authority’s financial policies, procedures, and state and federal laws.
Essential Duties Cash Management Area- Lead cash management, including needs for the General Fund and other Authority accounts, cash processing, reconciling, and reporting. Perform daily balancing and invest excess cash appropriately while maintaining compliance with policies and working with auditors.
- Oversee banking partner relationships, research and evaluate new banking products and services, recommend improvements, assist with drafting banking services RFPs, and review responses.
- Provide cash management guidance for new and existing program initiatives and the Authority’s business recovery plan. Collaborate with internal business groups to identify and resolve problems.
- Participate in analysis of funding sources and lending products considering interest rate risk, tax-exempt bond law, regulatory requirements, and projected cash flows.
- Perform analyses and reporting for ongoing bond performance and compliance; update the debt management system; support the bond issue process, cost of issuance, reserve requirements, and analyze information from bond underwriters.
- Support and monitor market valuations for interest rate swaps, partnering with providers to establish methodologies and analyses that support accurate swap payments.
- Support external reporting requirements for rating agencies, WHEDA line of credit and liquidity facility providers, and other partners. Monitor disclosures following the Municipal Securities Rule‑making Board.
- Perform analyses for debt retirement and redemptions, reviewing swap terms, regulatory restrictions, debt characteristics, and collateral characteristics for mortgage loans and mortgage‑backed securities.
- Support investment strategies including purchases, sales, and reporting for various security types, perform relevant research, monitor and price securities, and maintain compliance. Integrate data into the investment reporting system and prepare reports.
- Prepare or assist with various reporting requirements for internal and external stakeholders, including reports to the Finance Committee and state-required reporting on minorities, women, and disabled veterans’ business spending.
- Administer the employee expense reimbursement system, set up new users, monitor system access, and provide user support.
- Recommend improvements to services, processes, procedures, and documentation.
- Perform or assist with other duties as assigned.
- Bachelor’s degree in Finance or a closely related field, or equivalent combination of education and experience.
- Valid Driver’s License.
- Proficiency with short and long-term debt instruments, fixed and variable rate debt instruments.
- Basic derivatives knowledge, including interest rate swaps and caps.
- Knowledge of investment securities: money market funds, Treasury, agency, corporate securities, and MBS.
- Knowledge of federal and state banking laws and regulations related to cash management and external contracts.
- Understanding of accounting, investment management, and debt management systems.
- Advanced functions in Excel, Word, Adobe, and applicable software.
- Experience reviewing and reconciling financial information with bank statements, trustee statements, and internal activity.
- Skill in developing and updating reports and streamlining reporting processes.
- Ability to identify and resolve problems under pressure.
- Successful prioritization and management of work projects.
- Understanding of policy, procedure, and regulatory requirements.
- Excellent verbal and written communication skills.
- Maintains confidentiality related to internal and external customers and other information.
This position is eligible for a hybrid work schedule after initial training is completed, at the discretion of the direct manager.
