This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 2 days per week. One preferred in-office day on Tuesdays. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position SummaryIn this critical role, you will be responsible for managing the application of funds in various highway improvement programs that encompass in total over $1 billion dollars in let contracts annually and is allocated among 50 different appropriations. You will provide policy analysis, program evaluation and impact assessment related to highway programming and financing to management and program managers in DTIM and other divisions within the Department.
Specifically, you will be responsible for monitoring state and federal highway funding related to State Highway Improvement Programs, including monitoring funding levels of multiple state and federal funding categories, detailed analyses related to state and federal highway funding, and ensuring that all Chapter 20 state and federal appropriations are not exceeded within a given year to ensure positive year-end authority balances.
Lastly, you will also be responsible for assisting in the financing of let projects, working with the Federal Highway Administration (FHWA) to authorize federally funded projects.
This position is critical to the division’s programming activities because it must ensure that all funds are spent annually, which affects the Department’s eligibility for additional federal aid. Work products are unique, professional analyses and recommendations which are used by management in determining various funding scenarios for the Department’s improvement program financial plan.
Salary InformationThis position is in schedule-range (07-03) with an annual salary of $74,880-$79,269, plus excellent benefits
. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
