Transportation Fiscal Analyst

Position Summary

In this critical role, you will be responsible for managing the application of funds in various highway improvement programs that encompass in total over $1 billion dollars in let contracts annually and is allocated among 50 different appropriations. You will provide policy analysis, program evaluation and impact assessment related to highway programming and financing to management and program managers in DTIM and other divisions within the Department.

Specifically, you will be responsible for monitoring state and federal highway funding related to State Highway Improvement Programs, including monitoring funding levels of multiple state and federal funding categories, detailed analyses related to state and federal highway funding, and ensuring that all Chapter 20 state and federal appropriations are not exceeded within a given year to ensure positive year-end authority balances.

Lastly, you will also be responsible for assisting in the financing of let projects, working with the Federal Highway Administration (FHWA) to authorize federally funded projects.

This position is critical to the division's programming activities because it must ensure that all funds are spent annually, which affects the Department's eligibility for additional federal aid. Work products are unique, professional analyses and recommendations which are used by management in determining various funding scenarios for the Department's improvement program financial plan.

Salary Information

This position is in schedule-range (07-03) with an annual salary of $74,880-$79,269, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Qualified applicants will have all the following:

* Experience using statistical and financial data analysis techniques. (Techniques may include regression analysis, trend analysis, creating and/or running reports and queries in financial systems for the purpose of providing financial data and modelling financial data in an Excel spreadsheet to respond to a specific need, etc.).

* Experience making comprehensive recommendations for program financing plans. (Experience may include developing profit and loss statements or budget recommendations, forecasting revenues or expenditures, recommending resource allocations, or advising leadership on fiscal decisions.)

* Experience applying accounting or financial management principles when analyzing complex financial data.

* Training or experience with policy analysis and strategic planning.

* Experience utilizing Microsoft Office applications or comparable (e.g. Excel, Word, PowerPoint).

In addition to having all the above, well-qualified applicants will have one or more of the following:

* Experience analyzing the impact of legislation or administrative rules on programs.

* Experience using computer software for data and statistical analysis.

* Experience in analyzing or financing multi-modal transportation programs.

* Experience with governmental accounting or appropriation structures.
