This position leads complex statewide multimodal planning efforts. This position will also manage the Statewide Transportation Improvement Program (STIP), including STIP administration, annual updates and monthly amendments, and TIP integration; lead long-range plan development which may include modal plans, infrastructure resiliency efforts, corridor management, access management planning, and transportation demand management; and support the MPO/regional planning assistance program, including advise on federal and state planning requirements, provide technical assistance, review work programs, prepare reimbursements, and review TIPs.
Work requires translating technical analyses into clear policy and public-facing documents and coordinating multidisciplinary teams across the state. This position includes responsibilities related to:
* Statewide long-range plan development
* Policy analysis
* Quantitative analysis
* Regulatory compliance
* Fiscal constraint
* Program evaluation
* Technical reading, writing, and editing
* Fostering cooperative relationships and consensus building
Salary Information
This position is in schedule-range (07-03) with an annual salary of $68,640 - $87,360 (or $33 - $42 per hour), plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
This position requires occasional travel for business purposes.

Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Qualifications
A qualified candidate at the Advanced level must detail having experience in all of the following in order to be considered:
* Addressing planning issues (such as metropolitan and regional planning, socio-economic, environmental, land use, and/or transportation impacts) (Activities may include preparation of planning documents, transportation chapter of a long-range plan, etc.)
* Performing policy analysis and program management functions (Activities may include benefit/cost analysis, life cycle costing, preparing research documents including analysis related to transportation, plan or policy document review, managing major or statewide transportation programs, and analysis and making recommendations)
* Working with government, non-profit, or private sector entities to develop transportation plans, programs, or policy recommendations (Activities may include but are not limited to working with Metropolitan Planning Organizations, Regional Planning Commissions, local governments, local or regional non-profit organizations, industry associations, or private firms)
* Coordinating public involvement in planning activities.
In addition to having experience with all of the above, a well-qualified candidate at the Advanced level will also detail having experience:
* Working with Geographic Information Systems (GIS), including creating and/or applying complex data sets to communicate different types of information (Activities may include but are not limited to creating multi-layered maps using transportation systems, infrastructure, or economic data to convey information; using GIS to help with transportation planning, safety analysis, or asset management; or using GIS to help conduct surveys)
