The State of Wisconsin, Department of Military Affairs (DMA), Office of Emergency Communications (OEC) is hiring a NextGen9-1-1 Compliance Manager (Program and Policy Analyst Advanced). This position is located in the Joint Force Headquarters at 2400 Wright Street, Madison.

The DMA provides essential, effective, and responsive military and emergency management capability for the citizens of our state and nation. During emergencies, no single organization can handle the response. The DMA consists of several organizations working together to plan, prepare, coordinate, and respond effectively when our communities and neighbors need us the most.

This position is responsible for a variety of duties related tothe

Next Generation 9-1-1 (NG9-1-1) program andgrantcompliance coordinationfortheDMA, OEC.This position is responsible for working withtheOEC Section Chief,NG9-1-1 Program Supervisor, Grants Specialist,GIS staff, other internal staff and external partners to provide professional analytical, coordinative, technical assistance, and administrative duties necessary tooverseethe compliance ofprogram andgrantrequirementsfor NG9-1-1.Duties include butare not limited to:analyzinggrant applications, awards,and reports for compliance with program goals andgrant program requirements, developing procedures anddocumentationfor grant programs, providing technical assistance and guidance torecipient agencies on the application, eligibility compliance,and management of grant funds,managing program data collection and the preparation of state and federal reports related to NG9-1-1,preparing financial and other NG9-1-1 program related reports, and working with internal staff and external partners to provide outreach, evaluation,planning,and analysis of program activities.

The incumbent must possessa good understanding ofpolicy analysis,grants management, data collection,and administration techniques, strongverbaland written communication skills,strong organizational skills, excellent word processing skills,anexpertise in a variety of planning methodologies,andtheabilityto master new information quickly and accurately. The position interacts with a wide range of state,localand federal stakeholders.

Salary Information

Starting pay is between $34.50-$38.00 per hour. This position is in the 07/03 pay schedule/range.

A 12-month probation will be required. For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

In order to gain access to DMA facilities or air bases, and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check.

Must have the ability to travel to various worksites throughout the state as needed.
