Position Summary

There are two (2) Program & Policy Analyst - Advanced vacancies:

Program & Policy - Advanced (HEART Program Coordinator)

Under general direction, the position coordinates program planning, policy development, grant oversight, and program evaluation to ensure grant programs operate effectively and comply with applicable state and federal requirements. The position also coordinates program activities with internal leadership, partner agencies, and external stakeholders to support successful program implementation and achievement of program goals. Under the general direction of the Director of the Office of Skills Development (OSD) in matters of policy development, program effectiveness and compliance, and oversight of the Healthcare Employment, Access, and Rural Transformation (HEART) grant program, this position is responsible for delegating and overseeing the work of project staff, including planning work, monitoring program performance for compliance, and providing feedback to the supervisor used in performance evaluations of staff.

This position provides technical expertise on the HEART state and federal rules and regulations to the Director, DWD administration, OSD, project staff and stakeholders.

HEART Program & Policy Analyst - Advanced

This position will work with The Office of Skills Development (OSD) to coordinate the administration of the Healthcare Employment, Access, and Rural Transformation (HEART) program with DWD and DHS. Under general supervision, this position serves as a Program and Policy Analyst-Advanced responsible for designing and implementing a competitive rural workforce grant program of $150 million over a 5-year period. Additionally, the position conducts program and project analysis, planning, policy development, program oversight and coordination, performance monitoring, evaluation, technical assistance, and training from concept through implementation and beyond.

The position develops program guidelines, application instructions, consults with grantees, supports policy and procedure development, assists with grant application review and award processes and serves as a technical expert for the program.

Salary Information

Starting pay is between $74,880 and $87,360 per year, depending on qualifications, plus an exemplary benefits package:

The classification titles for these positions is Program & Policy Analyst - Advanced (schedule 07, range 03). This position is not represented in a collective bargaining unit and is considered exempt under the Fair Labor Standards Act.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Job Details

Travel:
Occasional statewide travel including overnight stays may be required.

Project Position Details:
Wisconsin residency is required to be eligible for a project position. Project positions are temporary positions that provide benefits (including health insurance), but do not provide rights to a permanent civil service position, and do not lead to permanent status in class. Individuals appointed to a project position are not placed on a probationary period. These project positions are expected to last until July 2030.

Remote work:
Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.

Criminal histories:
