Contract Lobbyist / Government Relations Advisor

The Wisconsin EMS Association (WEMSA) is seeking proposals/applications from qualified individuals or firms to serve as its contract lobbyist / government relations advisor.

This is a contract role compensated through a fixed monthly stipend. WEMSA prefers a contractor with emergency medical services (EMS) knowledge or experience and strong familiarity with Wisconsin state government. Preference will also be given to individuals who reside in or near the Madison area and can maintain a regular in-person presence at the State Capitol during the active legislative session.

Scope

of Services

The selected contractor will support WEMSA's legislative and government relations work, including:

  • Monitoring legislation, budget activity, hearings, and state agency developments relevant to EMS and health care policy.
  • Advising WEMSA leadership on legislative strategy, timing, and stakeholder engagement.
  • Attend monthly virtual advocacy committee meetings and coordinate with committee members and WEMSA staff as appropriate.
  • Representing or assisting in representing WEMSA's interests with legislators, legislative staff, and executive branch officials, as directed.
  • Providing timely updates, summaries, and recommendations on policy issues affecting EMS providers, especially municipal, public, and nonprofit EMS agencies.
  • Assisting with testimony, position statements, talking points, and other advocacy materials as needed.
  • Helping identify opportunities to advance WEMSA policy priorities and strengthen relationships at the Capitol.
Session Expectations

During the active Wisconsin legislative session, the contractor will be expected to be physically present at the State Capitol approximately 1 to 2 days per week, depending on legislative activity and WEMSA priorities.
