Home Energy Rebate Programs Manager - Project Position

The Public Service Commission of Wisconsin (PSC) is currently recruiting for a Home Energy Rebate Programs Manager (Program and Policy Advanced – Project/Project) to join our team in the Division of Digital Access, Consumer, and Environmental Affairs – Office of Energy Innovation.

The PSC is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services.

This position offers a hybridized work schedule. This schedule may change based on operational needs and organizational requirements. The position is headquartered at the Hill Farms State Office Building in Madison, WI. This position will be required to come into the office for scheduled in-person workdays, training, meetings and/or operational needs. Employees will be generally expected to telework from within the State of Wisconsin.

This position will lead the PSC’s programmatic operations for the Home Energy Rebates (HER) Programs for the Energy Incentives and Rebates team in the Office of Energy and Innovation (OEI). The position will be responsible for duties related to analyzing complex financial, operational, and legislative information, such as analyses of program budget and expenditures, program policies and procedures, applicable federal and state legislation, administrative codes, and program guidance, to inform program operations and decision making.

The position will be the primary liaison responsible for coordination and collaborative efforts with the Department of Energy, other PSC staff, other state agencies, the third-party program administrator, program implementers, and program stakeholders. This position will work with other OEI staff and the program administrator to define program goals and develop analysis, written reports, visualizations, presentations, and other materials to communicate program status, performance, and progress toward goals.
