QA Analyst Position
Candidates MUST be WI residents or willing to relocate to WI at their own expense prior to starting. This position can work 100% remotely (within the state of WI).
Job DescriptionThe Wisconsin Department of Public Instruction is seeking a QA Analyst who will serve as a member of the Application Development Team under the Division of Libraries and Technology. The Applications Development Team is responsible for enterprise architecture, development, system testing, analysis, and maintenance of Client Information systems for education that capture, interrelate and report data.
This includes but is not limited to WISE applications that focus on finance, budget, and data collection and reporting applications. These systems require extensive knowledge and experience developing complex applications, reports, and relational databases.
This position is likely to be involved with the maintenance and enhancement of the department’s largest and most complex enterprise applications. This person will be the QA Analyst for a team practicing the Agile/Scrum development methodology and provide QA testing support.
Quality Assurance Analyst capabilities with 10 or more years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Independently, performs a variety of tasks. A wide degree of creativity and latitude is expected.
Under the general supervision of the Assistant Director – Application Development and Management, this person will work closely with others to accomplish project objectives, or function independently to accomplish daily work requirements as a member of the Applications Development Team. Objectives, priorities, and deadlines are established in consultation with the department program area leaders, product owner, scrum master, and the Applications Development Team manager.
QualityAssurance Related Duties
- Review agency education related business systems; provide analysis and evaluate user needs.
- Report to Project team, supervisor the findings of effectiveness of procedures in place and make recommendations on policy initiatives and/or identified business problems toward efficiencies.
- Run test scenarios/use cases for sprint cycle development.
- Develop and maintain reference/resource materials for various complex program/business issues relating to User Acceptance Testing.
- Work closely with internal staff, supervisor and external partners to ensure established commonly used concepts, practices, guidelines and procedures are utilized to maximize effectiveness of business-related operational needs.
- Collaborate with scrum teams, participating in their Agile scrum development processes and practices.

- Strong written and verbal communication skills
- Ability to work in a team environment as well as independently within established guidelines
- Process a fundamental understanding of end-to-end customer experience integration and dependencies
- Experience writing use cases and test scenarios
- Ability to perform application and system regression tests
- Ability to grasp technical concepts and communicate to developers in a.NET based development environment
- Experience using relational databases (writing queries, etc.) using SQL Server
- Experience using Microsoft Visual Studio Online or Azure Dev Ops Server to update user stories and tasks.
- Experience with software development testing not limited to unit, integration, system, and acceptance testing.
- Experience working with education software systems at the school, district, or state levels.
- Experience testing websites for compliance with web accessibility (WCAG) guidelines.
- Tools & Technologies:
Selenium IDE / Web Driver, Microsoft Azure Dev Ops, Windows, MS Office, API Testing (Postman), PL/SQL. - Experience in working with WISE (Wisconsin Information System for Education) applications, Special needs Scholarship programs for state and Incentive grants.
