This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

The Higher Educational Aids Board (HEAB) is responsible for the management and oversight of the state’s student financial aid system for Wisconsin residents attending institutions of higher education. HEAB administers programs of student financial aid, including grant, scholarship and loan programs, tuition reciprocity agreements and tuition capitation contracts. Position Summary

Under the general supervision of the Higher Educational Aids Board’s (HEAB) Executive Secretary, this position performs professional administrative and program policy advisory duties. This position oversees HEAB’s financial management operations, including budget development and analysis, accounting systems, audits, and compliance with state and federal requirements. It serves as the primary fiscal advisor to the Executive Secretary, coordinating with the Department of Administration, managing reporting and procurement functions, and ensuring accurate financial controls and legislative impact analysis.

This position provides leadership and oversight of Wisconsin’s state student grant, loan, scholarship, and capitation programs, ensuring effective administration, policy compliance, and accurate program operations. It represents HEAB in policy discussions and reporting, maintains strong partnerships with state, federal, and higher education partners, and coordinates system support for program delivery.

Salary Information

This position is in schedule-range (81-03) with an annual salary of $83,200-$94,993, plus excellent benefits
. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
