Management Services Director - Budget and Operations
CWC and MMHI are located on the north side of Madison. CWC provides short-term and long-term residential services to assist people living with intellectual disabilities in acquiring the personal skills needed to reach their highest potential. MMHI is an inpatient psychiatric facility, with one outpatient program, and is an integral part of the entire Wisconsin mental health service delivery system. MMHI’s overall service delivery goal is to provide specialized services in treatment, research, training and consultation.

As the Management Services Director, you will:
- Manage, develop, and administer the Center and Institute budgets, develop budget reports, and recommend and implement fiscal control measures.
- Develop and implement operating policy for Management Services which includes the Business Office, Food Service, Information Technology, and Inventory.
- Provide supervision and direction to the Management Services department heads.
- Recommend and implement Center-wide and Institute-wide programs and operational changes.
- Serve as a senior member of the oversight groups for both organizations
- Assure compliance with all applicable Management Services standards, rules, and regulations as promulgated by those bodies that accredit, certify, license, or otherwise regulate CWC and MMHI.
The starting pay is between $53.00-$56.00 per hour, (approximately between $110,200- $166,400 annually) plus excellent benefits. A 24-month career executive probationary period is required.
This position is classified as an Institution Management Services Director and is in pay schedule and range 81/01. Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction.
- All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
- All appointees will be required to receive a TB test, which will be administered by CWC or medical personnel approved by the facility prior to their start date.
- DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.
Minimally qualified applicants will have all the following:
- Experience in a formal supervisory or management role (e.g., conducting performance evaluations, reviewing and assigning work, hiring, mentoring, administering discipline etc.).
- Experience managing or overseeing multiple areas of an operational program, such as fiscal services, food service, information technology, or inventory.
- Experience developing, implementing, and managing budget processes and fiscal goals (e.g. developing an operational budget, monitoring expenditures, managing procurements, etc.).
- Experience working with regulatory agencies or accreditation bodies to maintain compliance with federal, state, or local laws and regulations.
Well-qualified applicants will also have one or more of the following:
- Experience in strategic planning, change management, policy/procedure development, or process/workflow improvement initiatives that work toward the overall organizational mission, vision, and values.
- Experience working with a diverse team of varied disciplines to meet operational goals (i.e. developing customer-focused systems and services, policies, procedures, standards and guidelines).
- Experience managing or overseeing multiple operational areas of a health care organization or secure treatment facility.
