Public Works Department - Utilities Service Worker

DEPARTMENT: Public Works - Gas Division

FLSA STATUS: Non-Exempt

EMPLOYMENT STATUS: Full-Time, Hourly

ENTRY SALARY: $35,787.68 (experience and certification considered)

JOB SUMMARY: This position is responsible for performing manual labor work involving construction, repair and maintenance of natural gas, water distribution, and sewer collection systems.

MAJOR DUTIES:

  • Performs manual labor work to assist in constructing, repairing, and maintaining City natural gas, water distribution, and sewer collection systems.
  • Assists in investigating and repairing gas, water, and sewer leaks.
  • Assists in installing new gas, water, and sewer services; assists in installing new mains, lines and gas, water and sewer taps.
  • Assists in installing and replacing meters.
  • Assists in locating underground utilities; answers emergency service calls for utility locates.
  • Operates a truck to transport equipment and materials.
  • Performs other related duties as assigned.
  • Completes field records for all tasks performed.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of city and department policies and procedures.
  • Knowledge of local geography, including road, street, and meter locations.
  • Knowledge of equipment and vehicle operation guidelines.
  • Skill in using various hand and power tools and meters.
  • Skill in flagging traffic.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS: The Water/Wastewater Collection & Distribution Supervisor assigns work in terms of somewhat general instructions. The supervisor spot-checks completed work for compliance with instructions and established procedures, accuracy, and the nature and propriety of the final results. This position could also be assigned to report to the Gas Supervisor. All Public Works Department employees have supervisory controls by the Public Works Director.

GUIDELINES: Guidelines include city and department policies and procedures and safety regulations. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY: The work consists of related duties in water distribution, sewer collection and natural gas line maintenance and repair. Working around highly flammable natural gas contributes to the complexity of the work.

SCOPE AND EFFECT: The purpose of this position is to assist in the repair and service of water, sewer and gas lines and mains. Successful performance helps ensure the safe and efficient operation of the utility systems.

PERSONAL CONTACTS: Contacts are typically with co-workers, other utility workers, other city employees, and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to resolve problems and provide services.

PHYSICAL DEMANDS: The work is typically performed while intermittently standing, walking, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects and uses tools or equipment requiring a high degree of dexterity.

WORK ENVIRONMENT: The work is typically performed outdoors. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, gas leaks, and cold or inclement weather. Work requires the use of protective devices such as masks, goggles, or gloves.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.

MINIMUM QUALIFICATIONS:

  • High school diploma or GED and ability to read, write and perform basic mathematical calculations.
  • A valid driver’s license.
  • Strong problem‑solving and teamwork skills.
