Position: Youth and Neighborhood Services Coordinator*

this position has a strong youth development and neighborhood center focus and will support, coordinate, and monitor programs serving school-age children and youth, with emphasis on high-quality middle-school out-of-school-time (ost) programming, mentoring supports, and positive youth development practices. The role requires experience working with youth, families, and community-based organizations, and may include work related to high school–level youth programming. A commitment to advancing racial equity, social justice, and culturally responsive practice is essential, with priority placed on supporting the needs of underserved populations, particularly black, indigenous, and other youth and families of color, immigrant communities, and low-income neighborhoods.

This role also works closely with neighborhood centers as critical community hubs that support youth, families, and residents. Responsibilities include partnering with neighborhood center leadership and staff, supporting program quality and accessibility, strengthening community-centered programming, and helping ensure neighborhood centers remain welcoming, culturally responsive spaces that reflect the needs and strengths of the communities they serve. The position values place-based approaches that build community connection, belonging, and opportunity for youth and families.

this series is structured to provide advancement from a community development specialist (cds) 1 to a cds 2, as a function of the employee's career development, but generally within 2 years of starting employment as a cds 1. Progression to a cds 3 or cds 4 is dependent upon the employee taking on more complex assignments, additional duties and responsibilities including having attained an advanced level of expertise and the needs of the department.

Cds 3 and cds 4 positions will occur through competition or a position study process.

and contract management
  • negotiate, prepare and manage contracts with community-based organizations awarded funding. Serve as contract manager and administer assigned contracts.
  • review reimbursement requests for eligibility, consistency with approved budgets and readiness for payment. Review status reports and other information submitted by agency for timeliness, completeness, and content.
  • monitor contracts to track progress toward completion of stated goals. Maintain good communication with agencies to determine whether they are meeting expectations, encountering delays or requiring assistance. Monitor project budgets and expenditures.
  • provide technical assistance to help agencies understand and comply with contract requirements, resolve problems, facilitate partnerships and complete contract goals and outcomes.
  • maintain program files, databases and other information documenting funded agencies’ activities and expenditures.
  • work with school-age child and youth service providers to support implementation of high-quality program models grounded in positive youth development and culturally responsive practice.
