Java Developer IV – Department of Transportation Overview

The selected candidate will play a hands‑on senior technologist/lead role in the design, development, and modernization, and support of State of Wisconsin, Department of Transportation applications. The role involves development of new applications and tools, providing technical expertise for modernization of Java and .NET applications, including Java version upgrades, identity provider migration, accessibility upgrades, and transformation of legacy applications to microservices.

• Design and develop new applications; enhance and modernize existing applications.
• Solve complex technical problems.
• Provide technical leadership to modernization efforts.
• Develop testing methodology and criteria; implement them on automated build processes.
• Lead efforts for modernizing Java and .NET applications following industry best practices.
• Develop application presentation layers using modern JavaScript/Type Script technologies such as Angular or React.
• Move applications toward a microservices and modern architecture.

• Java/J2EE (5+ years)
• C#.NET (3–5 years)
• ASP.NET (3–5 years)
• Spring Framework (5+ years)
• Spring Boot (5+ years)
• Angular (5+ years)
• SQL experience (5+ years)
• Experience working in Agile (5+ years)
• Oracle and PL/SQL stored procedure experience (4+ years)
• Microservices (4+ years)
• API development (4+ years)
• Hands‑on architecture/design experience (4+ years)
• Experience with Maven, IntelliJ, and Java 21
• Experience with industry‑standard modernization patterns (lift‑and‑shift, strangler, etc.)

• Java Batch experience (4+ years)
• Automated Testing Best Practices (5+ years)
• ArcGIS Experience
• Experience with Liberty
• Leveraging Git Hub Copilot or similar GenAI IDE tools
• Experience with Box APIs

Must be a current Wisconsin resident; relocation not allowed. Hybrid schedule with onsite work approximately once a month.
