Position Overview

We are seeking an experienced and highly motivated
Project Resident
to oversee construction activities for a major roadway rehabilitation and reconstruction project. The Project Resident will serve as the Owner’s on-site representative and will be responsible for administering the construction contract, directing inspection staff, coordinating with contractors and stakeholders, and ensuring the project is delivered safely, on schedule, within budget, and in compliance with contract documents and applicable regulations.

This position requires strong leadership, technical expertise, and communication skills to successfully manage complex roadway construction operations while maintaining positive relationships with contractors, utility providers, local agencies, and the traveling public.

Essential Duties and Responsibilities Construction Administration
  • Serve as the primary on-site representative for the Owner during construction.
  • Administer construction contracts and ensure compliance with plans, specifications, permits, and regulatory requirements.
  • Review and process contractor submittals, RFIs, change orders, claims, and payment requests.
  • Monitor project schedules and track construction progress against milestones.
Construction Oversight
  • Direct and supervise project inspection personnel.
  • Ensure quality assurance and quality control requirements are met.
  • Verify materials, workmanship, and completed work comply with project specifications.
  • Coordinate testing, documentation, and acceptance of construction activities.
Stakeholder Coordination
  • Act as the primary liaison among the Owner, Contractor, utility companies, regulatory agencies, and project stakeholders.
  • Coordinate utility relocations, traffic control changes, and public outreach efforts.
  • Attend and lead progress meetings, field reviews, and coordination sessions.
Documentation & Reporting
  • Maintain accurate project records, including daily reports, correspondence, meeting minutes, and construction documentation.
  • Prepare progress reports and recommendations for project management.
  • Monitor and document project costs, quantities, and potential impacts to budget and schedule.
Safety & Compliance
  • Promote and support a safe work environment.
  • Monitor contractor compliance with project safety requirements and traffic control plans.
  • Ensure adherence to environmental commitments, permit conditions, and regulatory requirements.
Required Qualifications
  • Minimum 8–10 years of roadway and transportation construction experience.
  • Experience managing roadway rehabilitation, reconstruction, utility, drainage, and traffic control projects.
  • Strong knowledge of DOT specifications, construction standards, and contract administration procedures.
  • Experience leading inspection teams and coordinating multiple stakeholders.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office and construction management software.
Preferred Qualifications
  • Experience on DOT or federally funded transportation projects.
  • Must obtain NETTCP certification by Spring of 2027
  • Experience with asphalt paving, drainage systems, utility reconstruction, and maintenance of traffic operations.
  • Familiarity with electronic construction documentation and project management systems.
