This full-time (40 hours per week) position provides floodplain management strategy, planning guidance, public engagement and facilitation knowhow, ordinance analysis and writing, and Geographic Information System (GIS) applications to Lincoln County and its municipalities.
This includes providing technical assistance, research, and communication on topics including FEMA’s Community Rating System, flood insurance requirements, grant writing and management, and community development to various stakeholders.
Please note: This position is secured through grant funds that are anticipated to be long-term. Position continuation depends upon the availability of these funds.
Minimum Qualifications:
- At least three (3) years of professional experience in floodplain management, planning, engineering, hydrology, surveying or a closely related field.
- A college degree in community planning, environmental science, geography, hydrology, engineering, urban design/architecture or a closely related field. Relevant experience can be substituted for education requirements on a year for year basis.
- Obtains and maintains a Certified Floodplain Manager (CFM) certification through the Association of State Floodplain Managers (ASFPM) within the first year of hire, ideally within the first six (6) months.
- Effective written communication, public presentation, and interpersonal skills.
- Demonstrated knowledge and application of GIS Software and Microsoft Office.
- Strong organizational and prioritization skills.
- Experience with major state and federal funding programs.
- Ability to work flexible hours on occasion, which may include attending early morning or evening meetings.
* Salary Range: $34.41–$47.24 per hour (Pay Steps 1–17). This position is assigned to a pay scale that includes Steps 1–17; however, new employees are typically expected to be placed near the beginning of the range, with initial placement generally occurring within Steps 1–8 based on qualifications, experience, and applicable compensation policies.
