Maine's Emergency Services Communication Bureau (ESCB) is seeking an Operations Manager and 9-1-1 Training Coordinator. The ESCB is the state agency responsible for 9-1-1 in Maine and provides the communication network and dispatch protocols, administers training, and develops the system elements and standards necessary for providing 9-1-1 service across Maine. The selected candidate will be responsible for planning and overseeing the ESCB's training schedule, conducting audits of Public Safety Answering Points (PSAPs) in many different locations, and advising on updates to systems and policies necessary for continued operation and advancement of the 9-1-1 system.
This position, as the supervisor for the ESCB Training Team, administers and coordinates the training of all 9-1-1 Public Safety Answering Point (PSAP) Emergency Communications Specialists (ECS). This includes making critical decisions as to the level of knowledge, skills, and abilities that these professionals will possess at the completion of initial training, as well as what advanced classes will benefit experienced ECS, supervisors, and PSAP directors.
This position evaluates and modifies content, format and delivery method for statutory training, decides on testing methodology, and has oversight of scheduling and coordination. The Training Coordinator will advise on the development of Requests for Proposal (RFP), contract selection and negotiations, and the monitoring of deliverables. Responsibilities also include auditing of PSAP compliance with Bureau operating standards and adherence to statutory provisions, with determination of investigative methods when needed and plans to seek corrective action as necessary.
Your role as the Operations Manager and 9-1-1 Training Coordinator will have wide-ranging impact on the quality of emergency response coordination for our state and significant influence on the technical knowledge, proficiency, and culture of Maine's 9-1-1 Emergency Communication Specialists and PSAPs. You will advise on state-wide policies for the optimization and future enhancements of a state-wide integrated Next Generation 9-1-1 system.
As direct supervisor of the ESCB's Training Specialist and coordinator for a robust training schedule, you will work with numerous vendors and provide input on improvements to positively influence the emergency response industry. If you enjoy working with people, managing complex schedules, and pursuing ongoing process improvement, this is a great fit.
Minimum Qualifications:
The ideal candidate will have experience in a leadership or training role in a Public Safety Answering Point environment, especially Next Generation 9-1-1, adult education practices and techniques, 9-1-1 call taking principles, public speaking, delivery of training to emergency communications personnel, and knowledge of audio-visual equipment and applications. The ability to teach in-person, remotely and hybrid is essential for this position.
Candidate must demonstrate excellent oral and written communication skills.
Knowledge of curriculum planning and course development, testing methodology, instructor evaluation techniques, Maine's 9-1-1 system, Maine's criminal justice system, ESCB statutes, rules, and operating procedures, and state and national standards for 9-1-1 ECS training are essential.
Preferred Qualifications:
- At least 4 years of experience in personnel administration and/or the development and implementation of staff development training
- Four-year degree in Public Administration, Human Resource Management, Education, or related field
- Equivalent directly related experience may be substituted for education
