The Town of Lisbon, Maine is seeking a dynamic, forward-thinking professional to serve as its next Assistant Town Manager
. This position offers a unique leadership opportunity designed for a candidate who thrives in organizational transformation and public service.

Located in Androscoggin County, Lisbon is a growing community of approximately 10,000 residents with a full range of municipal services and a Council–Manager form of government. The Town is committed to strengthening operations, enhancing service delivery, and positioning itself for thoughtful economic growth.

This position is intentionally structured to make a measurable impact in Year One and evolve into a broad executive leadership role in Year Two.

Your primary focus will be to evaluate and modernize Lisbon’s key development-related functions:

  • Code Enforcement
  • Planning
  • Economic & Community Development (ECD)

These departments play a vital role in shaping Lisbon’s growth and are central to providing responsive, predictable, and efficient service to residents, businesses, and developers.

You will:

  • Supervise, develop, and support staff in the Code and Economic & Community Development
  • Assess organizational structure, workflows, and service delivery models
  • Identify inefficiencies and opportunities for alignment
  • Recommend and implement a modern, streamlined structure
  • Improve development review timelines and customer experience
  • Align land use regulations with economic development priorities
  • Build strong working relationships across staff, committees, and stakeholders

You will also be responsible to provide executive level support to the Town Manager, manage the Town’s emergency management program, and provide oversight of the Town’s human resources and public communications initiatives.

Year Two and Beyond:
Expand Your Leadership Impact

Upon successful implementation of Year One objectives, you will transition into a traditional Assistant Town Manager role, supporting the full spectrum of municipal operations, including:

  • Budget development and financial planning
  • Cross-departmental coordination and performance management
  • Strategic planning and policy implementation
  • Town Council support and public engagement
  • Organizational leadership and workforce development
  • Human resources, labor relations, and executive-level benefits administration
  • Public communications
  • Emergency management and planning
  • Executive support to the Town Manager, acting as Town Manager in their absence

You will serve as a key partner to the Town Manager and a central figure in advancing Lisbon’s priorities.

The Ideal Candidate Is:

  • Skilled in planning, permitting, or economic development environments
  • A strong communicator who can build trust with staff, elected officials, and the public

Qualifications
  • Bachelor’s degree in public administration, planning, business, or related field (Master’s preferred)
  • 5+ years of municipal or public sector leadership experience
  • Demonstrated experience in organizational improvement, planning, or development services strongly preferred
  • Strong employee management experience, preferably at the municipal or county level.
  • Knowledge of Maine municipal law and development regulations preferred.
  • Excellent communication and stakeholder engagement skills.
  • Proven ability to manage complex projects and build consensus across diverse groups.
  • Experience with land use regulation, permitting, or development review strongly desirable.
  • Ability to effectively communicate and present complex information.
