Overview

The University of Maine System (UMS) is seeking a part-time Emergency Preparedness & Planning Manager to join the Risk and Safety Management team. This position will lead the development and implementation of comprehensive emergency preparedness and response programs across the System. This role ensures the safety, resilience, and operational readiness of UMS through proactive planning, training, and coordination with the campus and external partners.

This position is located on the University of Maine campus in Orono. This role requests statewide travel with occasional overnight stays.

The Risk and Safety Management Department (RSM) supports UMS in meeting its academic, research, and operational goals by assisting in the following areas: compliance assurance, safety consultation, technical services, policy and procedure development assistance, and training development and delivery. RSM also manages potential loss exposure by acting as the insurance and risk management service provider for all campuses. It is the focal point for reporting injuries and illnesses, and filing workers  compensation claims.

Key Responsibilities
  • Develop, implement, and maintain emergency preparedness and response plans and policies across the University of Maine System.
  • Lead the development and maintenance of the UMS Emergency Operations Plan and campus-specific subplans.
  • Conduct risk assessments, design mitigation strategies, and coordinate with internal and external stakeholders.
  • Plan and facilitate emergency training, drills, and tabletop exercises aligned with NIMS and ICS standards.
  • Support activation and operation of the System and campus Emergency Operations Centers (EOC).
  • Develop after-action reports, apply lessons learned, and manage improvement plans.
  • Advise university leadership on emergency management best practices and regulatory compliance.

Salary & Benefits

Salary: The salary range for this 20-hour per week position is $26,000 to $36,000, commensurate with the candidate's training, education, and experience.

Knowledge, Skills, and Abilities

Required:

  • Strong knowledge of NIMS, ICS, National Fire Protection Association (NFPA), and emergency planning best practices.
  • Ability to develop and deliver emergency preparedness training programs.
  • Excellent organizational and project management skills with attention to detail.
  • Strong written and verbal communication skills.
  • Ability to work independently, as part of a team, and with university staff members.
  • Ability to collaborate with internal and external stakeholders, including emergency responders and government agencies.
  • Ability to act in an advisory capacity or technical liaison.
  • Excellent team facilitation skills.
  • Proficiency with Google, Microsoft, Adobe Suites, and emergency management software.
  • Ability to work odd shifts to accommodate clients  needs.
  • Ability to travel up to 50% statewide and lift and carry up to 50 pounds.
Qualifications

Required:

  • Bachelor’s degree in Emergency Management, Public Safety, or a closely related field, OR one of the following:
    • Five years of experience directly related to emergency management in the military.
    • Five years of progressively more technical occupational and life safety experience AND certification from FEMA, OSHA, NFPA, National Safety Council, Board of Certified Safety Professionals, or American Society of Safety Professionals.
    • Five years of emergency management experience.

Preferred:

  • Certified Emergency Manager (CEM) credential.
