Job Summary
The PHSFS Program Manager oversees the planning, execution, and tracking of the Prospect Harbor Base Operations Support (BOS) contract. The PM serves as the focal point for the PHSFS BOS contract, has full operational autonomy, and provides decisive leadership to direct efforts, assess performance, and take needed actions. The PM must be on-site and available for government phone calls and briefings.
Responsibilities- Act as central point of contact with the Government for all contract‑related work.
- Review, update, and establish procedures to assure safe, effective, and consistent performance within contract guidelines.
- Oversee overall operations and make improvement recommendations.
- Maintain and execute the Contractor’s Quality Control program, ensuring adherence to standard practices and safety procedures.
- Conduct audits, surveillances, and inspections of QC related programs throughout PHSFS BOS.
- Provide expertise and advice to the customer when requested.
- Be on duty at the worksite and available for contact with the Government.
- Attend briefings, conferences, and other government‑designated meetings.
- Apply experience and judgement to plan and achieve goals effectively.
- Ensure timely completion of tasks within budget.
- Share knowledge and background in base operations support, civil engineering, and security.
- Develop and implement risk‑management strategies.
- Ensure timely completion and accuracy of all inspections and work.
- Work closely and harmoniously with other employees.
- Perform other duties as assigned.
Supervisory responsibilities:
This position has direct reports.
- Advanced technical knowledge of government contract base operations support, maintenance, grounds, civil engineering, and security.
- Knowledge of preventative maintenance procedures, practices, and methods on civil engineering systems (e.g., HVAC, boilers, generators, electrical).
- Experience processing work orders and providing detailed reports, briefings, and technical advice to the Government regarding BOS requirements.
- Ability to support training schedules for security team members.
- Knowledge of maintenance data‑collection databases for equipment status reporting and job‑standard task creation.
- Excellent communication skills and fair judgement.
- Ability to attend government conferences as required.
- Experience managing large facilities maintenance or construction projects; ability to multitask.
- Bachelor’s degree in Program Management or ten years of base operations support experience (civil engineering and security).
- Five years of experience managing combined security, facility maintenance, site maintenance, preventative maintenance, grounds maintenance, and customer‑service areas.
- Experience in quality control and assurance, health, safety, and environmental.
- Proficiency in Microsoft Word, Excel, PowerPoint, and Project.
- Ability to work on secure military facilities and to travel on temporary duty as required by the Government.
- Current valid driver’s license, clean driving record, and qualified to operate a vehicle.
- Pass a DoD background check, drug screening tests, and obtain SECRET security clearance.
